The Area Manager has overall responsibility for DRC operations in the designated area level (east/west) and is responsible for consolidating and at the same time developing the programme. S/he will oversee program implementation according to DRC strategies in Turkey and ensure that operations are implemented within DRC’s regulations, procedures, guidelines and strategy; enable a productive and accountable relationship with beneficiaries, communities’ leaders/representatives, relevant governmental authorities, National and International NGOs and UN Agencies in their AoR.
Who are we?
DRC is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. Throughout 2016, Turkey continued to play a central role in the Syrian refugee crisis within the MENA region. With its 2.5 million Syrian refugees, Turkey is also the country that is hosting the highest number of refugees in the world.
DRC has been one of the leading emergency agencies responding to the Syrian crisis since 2011. Operating in Turkey since early 2013, DRC works specifically with Syrian refugees and other displacement-affected communities in the southern provinces of Hatay, Kilis, Kahramanmaras and Sanliurfa. The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights. Within the development of the current context, DRC seeks to expend its influence but reduce its foot print through Capacity Building, Networking and Knowledge Transfer.
Responsibilities:
Representation and Coordination
- Act as the primary DRC representative on area level and attend all relevant fora/meetings in order to strengthen DRC’s position in the area;
- Foster relationships with Government authorities and other relevant stakeholders in the area of operation also through frequent visits to projects sites;
- Develop, implement and regularly revise a DRC engagement strategy and acceptance in the area;
- Ensure collaboration and coordination with the other DRC Area Managers to ensure programmatic integration, sharing of lessons, best practices;
Maintain close working relationships with donors, national and international organizations and local counterparts on area level.
Management
Line manage area support and program teams (Base Managers, Program Managers, Safety Officers) ensuring inter-department co-ordination;
Enable an effective team through result oriented management systems, providing leadership, on-job capacity building and designing staff development strategies; Ensure detailed capacity building plan for staff in newly nationalised positions is in place;
Closely coordinate with the HoP and ensuring regular information flows regarding program implementation and quality control;
Encourage a positive, innovative and mutually supportive team spirit amongst the area team.
Programme Development
Provide regular analysis on the context and humanitarian situation in the area for the development of project proposals and safety assessments.
Lead the process of adapting DRC national strategy to the local context and circumstances with the support of Area Programme Managers;
Provide guidance to the Area Programme Managers in developing DRC’s program in the area of operation and provide context-specific input for fundraising efforts;
Safety and Security
Ensure safety and security of DRC staff, beneficiaries and assets by ensuring that updated local security procedures in line with DRC standards are in place;
Ensuring regular staff training, providing safety and security analysis, recommendations and follows-ups.
Accountability and Quality
To be responsible for ensuring that programmes comply with the organisational quality and accountability commitments.
Guided by the Programme Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of activities and our presence.
Operational
Provide leadership in overseeing of all logistical/procurement, HR/administration and office services activities and ensure their timely/efficient delivering.
Lead on recruitment of senior staff in coordination with HoP and HR teams on country level, as appropriate.
Ensure quality implementation of Core Competency programs ensuring optimal use of financial resources, regular project follow up, reporting, among other tasks.
Reporting
Comply with internal reporting requirements, contribute to, and provide quality assurance of external reports from country director;
Participate in DRC internal coordination mechanisms (e.g. SMT, ESMT, Programme meetings, etc.) as required.
Strengthen efforts to document the impact of DRC activities in the area;
About you:
To be successful in this role, you must have the following qualifications:
A Bachelor’s/ Masters’ degree in international relations, management, human rights, social science or related field or equivalent.In this position, you are expected to demonstrate DRC’ five core competencies:
Five years management experience, as head or senior member of humanitarian or development programme/organization;
Experienced with conflict related displacement issue;
Good communicator and proven diplomacy with all types of stakeholders;
Proven commitment to accountable practices and knowledgeable of quality assurance systems;
Hands on experience in managing staff in insecure/stressful locations and strong human resource management skills in general;
Experience of managing budgets and multiple donor/sector contracts;
Experience in donor contact, fundraising and networking;
Experience of humanitarian advocacy is preferred.
Fluency in spoken and written English required;
Turkish and/or Arabic language skills preferred.

We offer:
DRC will offer the successful applicants, 12 months contract, and renewable dependent on both funding and performance. You must be available to start work as soon as possible.
