Position Summary

Creative Associates International, Inc. (Creative) is seeking a Deputy Chief of Party-Implementation (DCOP-I) for a DOS-funded grants-based project. The Deputy Chief of Party-Implementation is based in Turkey and will ensure effective and efficient implementation of DOS-funded small grants and quick impact projects. The position is responsible for ensuring effective management and implementation of a variety of operations and serves as acting COP in the absence of the COP.

Reporting & Supervision

This position reports to Chief of Party. The position directly supervises up to three senior level managers.

Primary Responsibilities

Under the supervision of the Chief of Party, the Deputy Chief of Party - Implementation is responsible for:

  • Management of implementation of program activities related to grants within the governance and stabilization program areas, to include strategic planning inputs, grant and activity approval processes, delivery of service procurements, output development consistent with RMP and milestone verification among others;
  • Oversee the design, development, and implementation of project grants and activities in accordance with established policies, procedures, and practices, in coordination with project and client staff;
  • Provide direction to the Grants section, Stabilization section and approval and performance oversight of the Programs section, ensuring field staff are effectively implementing administrative and financial procedures compliant with contractor and DOS policies;
  • Mentor, develop and lead unit managers and staff;
  • Provide policy guidance and interpretation for both grantees and staff involved in grant-making and grants management;
  • Evaluate grant concepts, activity proposals, and agreement/award documents to ensure adherence to established grants and activity management policies and best practices;
  • Review draft budgets for feasibility of grants and activities;
  • Assisting the solicitation, award and management of subcontracts for technical activities;
  • Working with the COP to ensure physical and information security with regard to the program platform, staff, and associated operations;
  • Oversee staff capacity-building for section functions and provide evaluation and workforce management to ensure their continued growth;
  • Investigate, identify and implement new ways of achieving project efficiencies;
  • Representation the program externally at meetings, workshops and other events, as needed and;
  • Coordinate as necessary with any other implementing partners in Turkey.

    Required Skills & Qualifications

  • A Bachelor's degree in a relevant field and at least five (5) years of experience working on donor-funded projects in a related role and with demonstrated supervisory experience;

  • Previous experience managing multicultural staff sections is required;

  • Previous work experience in the Middle East with stabilization or transition programs in insecure environments is required;

  • Experience with contractor and international donor policies and procedures relative to sub-awards and sub-contracts, financial management, monitoring and evaluation reporting, procurement processes, and management systems; and

  • Fluency in written and oral English is required.

    Desired Skills & Qualifications

  • It is strongly preferred that the candidate has prior experience with grants management, preferably small grants programs;

  • Experience working on Syria is highly desirable but not required; and

  • Proficiency in written and oral Arabic and/or Turkish is an advantage but not required.
