General Description of the Programme

GOAL has been working in Syria since 2012, responding to the acute needs of conflict affected communities. GOAL is working in northern Syria delivering food, non-food, WASH, livelihoods and emergency programming with a strong focus on market based approaches. GOAL met the needs of more than 700,000 conflict affected Syrians in 2014 and has an estimated 2015 budget of more than $100 million.

In 2014 GOAL first began working in Turkey, responding to the needs of refugees displaced from Kobane. Subsequently, GOAL has worked to create a developing multi-donor programme with a particular focus on health care programming, but also incorporating livelihoods and emergency support components.

General Description of the Role

Reporting to the Medical Coordinator, the Turkey Health Officer (HO) will support the delivery of GOAL’s Syrian Patient Support Programmes in Hatay. Working with the GOAL team, the HO will lead on budget management, internal processes, and liaison to the other GOAL projects in Turkey. They will also support the line management of the Patient Support Officers based at GOAL’s 6 hospitals.

The HO is a new role within GOAL; coming from a background in health, the ideal candidate will be an energetic and able individual, capable of self-motivating and working under their own initiative. Arabic and English language skills are required, with Turkish as a strong advantage.

Key Duties

Programme Management

• Co-lead the implementation of the patient support programme (with the other Health Officer), ensuring adherence to the programme design and taking responsibility for the achievement of its objectives within the allotted time and budget; communicate any project issues in good time.

• Work with the Medical Coordinator and Turkey Head of Programmes to develop relevant activity plans/gantt charts and project target tracking and other project tools; maintain all tools and review regularly in conjunction with programme management.

• Lead on GOAL internal processes for procurement of distribution materials and financial supports, donor compliance and reporting for this project.

• Represent GOAL in external stakeholder meetings (i.e. cluster coordination) as required.

• Support the recruitment, training and line management of a cadre of Arabic and Turkish-speaking Patient Support Officers staff who live near GOAL’s 6 hospitals of operation. These staff will be responsible to identify Syrian patients in their hospital, conduct family tracing as requested, ensure they receive their material supports etc from GOAL.

• Review and ensure adherence to SOPs for all aspects of the Patient Support Programme especially related to distributions, discharge planning and family tracing.

• Support the development and ensure the implementation of appropriate Monitoring, Evaluation and Learning (MEL) tools and systems.

• Work with the Mainstreaming Department to ensure effective consideration and mainstreaming of Child Protection and Gender through all stages of programme design and implementation, working in close coordination with Technical Coordinators, Dublin-based Advisors and other agencies operational in GOAL’s area of intervention.

Carry out other duties as requested by the line management.

Requirements (essential)

  • Health related university certification (pharmacist, nurse, psychologist) with at least 2 years’ post-graduation experience working in health programmes for an NGO.
  • Strong project management background with demonstrable capacity in programme planning, budgeting, implementation and review.
  • Arabic and English speaker and writer.
  • Experienced and confident in representation with coordination structures.
  • Good team player, flexible and capable of working with a multi-national country team.
  • Willingness to be based in Hatay and travel to project locations occasionally requiring overnight stays.
  • Enthusiastic and willing to work unsociable and/or long hours to meet the needs of the programme.
  • Good computer skills, including Word, Excel.

Requirements (desirable)

  • Spoken/written Turkish an advantage.
