Job Purpose
To develop policy, direct, and coordinate all human resources activities (recruitment & selection, compensation & benefits, labour relations, training & development, performance management.) as well as to oversee and manage the administrative functions (transport, general discipline, housekeeping, post, fax, telephone, hotel booking, attendance system, personnel records & files, facility management)
Key Responsibilities
Human Resources:
- HR Strategy
- Assist in the regular review and roll out of HR policies, employment policies and procedures in compliance to Ihsan RD’s standards and evolving national labour law.
- Assist in the development of staffing and recruitment plan to ensure that each team is staffed appropriately, according to need and funding availability, in an efficient and timely manner.
- Ensure the consistent implementation of HR and administration policies and procedures across the Ihsan RD.
Recruitment & Selection
Ensure staff hiring is conducted efficiently and in compliance with Ihsan RD’s policies and national labour law.
Ensure a transparent, timely and efficient recruitment process.
Ensure pre-employment requirements are submitted and personnel file with documentation according to HR checklist is opened for new staff on a timely basis.
Ensure that all staff have undergone onboarding orientation & training.
Compensation & Benefits
Ensure the timely and efficient payroll preparation for accurate data on donor code, number of days, benefits.
Ensure the proper and accurate tracking of leave.
oversee the periodic salary review and analysis, and review and revision of new salary structure, as appropriate.
Employee Relations
Ensure the timely processing of new contract, contract extension, staff transfer, promotions and other change of status.
Manage processes related to disciplinary actions, staff separation, and termination.
Respond to employee related queries and provide services to all HR related inquiries and requests.
Keep Ihsan RD Team Member Guide updated and constantly communicate it, along with other HR policies to staff.
Make sure that employees’ files are auditable at all times as per Ihsan RD’s standards and any relevant donors’ requirements.
Training & Development
Lead building the annual training and development plan as per Ihsan RD’s training and development SOP’s.
Oversee training, and capacity building/development projects.
Coordinate both technical and general training initiatives that enhance staff core, common, managerial and technical competencies.
Review annual training and development report to make sure that both ATP and IDP achieved their objectives.
Performance Management System
Build, review and enhance Ihsan RD’s PMS.
Write PMS reports based on the performance management cycle implemented at Ihsan RD (performance objective agreement, performance assessment, and performance review.)
Enhance Ihsan Rd management team’s on how to properly conduct and track evaluations processes.
Ensure that HR staff maintains required databases to track probation and annual evaluations.
Administrative Functions:
- Ensure that administration finances are maintained in an accurate and timely manner and comply with relevant legislation, bylaws, policies and procedures.
- Manage the entire administration function in the location independently.
- Supervise interior fit-outs, office design, and basic engineering concepts.
- Plan, organize, direct and control the work activities of admin officer in order to provide prompt and efficient services to internal customers
- Supervise the implementation of travel and accommodation policy for visitors and staff in coordination with other departments.
- Ensure healthy and hygienic operation of canteen/cafeteria, kitchen, and rest rooms.
- Analyse the need, developing and executing the support systems and putting in place required systems for services like security, safety, housekeeping, preventive maintenance, pantry operations, reprographics, office stationery and parking management.
- Coordinate complete arrangements for annual events, conferences, seminars and other functions of Ihsan RD organized from time to time liasoning with government authorities and other departments for smooth and seamless compliance with required statutory and legal requirements.
- Ensure systematic filing/documentation of office.
Note: the above mentioned key responsibilities/accountabilities are illustrative ones. Another future responsibilities/accountabilities may be assigned to the job depending on the department organizational chart.
Qualification (Education/Work Experience)
Essential:**
- Bachelor Degree in business administration, HR or related fields.
- Seven to ten years of progressive professional HR experience with a minimum of three years as HR Manager.
- Advanced level in English, and Arabic.
Desirable:**
- MBA or Master degree in business administration, Information Technology or related fields.
- More than ten years of progressive professional experience HR.
- Advanced level of both English, Arabic, and good level of Turkish.
