The Communications and Outreach Specialist will develop, manage, co-ordinate, network, implement, and monitor a communications and outreach strategy for products and activities which promote the resilience of the Syrian people who face numerous hazards in the areas Syria Civil Defence operates.
The candidate will report to the Community Engagement Lead, working together with the Community Protection Manager who is responsible for the content of online and printed awareness materials.
RESPONSIBILITIES:
- Communication strategy: Design and Implementation plan
Develop, maintain and update the country advocacy and communication strategy and associated work plan. Strategy and work plan include:
- Environmental and stakeholder assessment (with Community Protection Manager);
- Target Audience Analysis;
- Distribution Channel Analysis;
- Campaign Plan design and implementation;
- Monitoring and impact evaluation plan and methodology;
- Feedback loop management (Act, Assess, Adapt)
OBJECTIVE: Increase the community’s ability to self-protect by maximizing their exposure to, engagement with and adoption of community protection advice
2. Delivery: Implementation of Communication Strategy
- Develop, distribute and evaluate media approved content across multiple communications channels to achieve maximum impact in target audiences.
- Monitor and evaluate the use and effectiveness of media materials and share results and findings.
- Assess and adapt communications format and distribution channels in line with environmental changes and evaluation feedback.
OBJECTIVE: Ensure communications are maximizing reach, engagement and content absorption within target audiences
3.Communications Networks and Partnerships: Collaboration for Impact
- Develop, maintain and update partners and key influencer contact list/database.
- Maintain close collaboration with radio and TV stations in Syria as well as key influencers to build campaigns and disseminate awareness products to target audiences.
- Build processes to improve collaboration with partners, including joint projects, content sharing, monitoring and evaluation of impacts etc.
- Collaborate with independent media by facilitating media content generation.
OBJECTIVE: Build durable institutional relationships on behalf of SCD across the spectrum of critical communication channels (TV, radio, social media, grassroots media and civil society)
4.Building SCD’s Community Protection Capacity: Partnership in Action
- Mobilize SCD sectors to support/facilitate the gathering of content and coverage of relevant country efforts.
- Coordinate campaigns with SCD to maximise impact of on-the-ground community protection activities.
- Oversee content for SCD social media channels and android application.
- Identify and highlight effective programme activities and results in signification support of fund-raising, advocacy and internal and external communication.
OBJECTIVE: Collaborate with SCD to amplify accessibility and impact of SCD community protection activities
5.Policy: Quality control and Risk Mitigation
- Ensure quality, consistency and appropriateness of communication materials, activities, processes and messages independently or co-produced with partners.
- Monitor, evaluate and share results and findings with partners.
- Monitor SCD media content to ensure consistency and effectiveness of messaging.
- Develop and where necessary deploy rapid risk mitigation measures with partners to respond to negative feedback.
OBJECTIVE: Mitigate risk of adverse communications or unintended consequences of communications.
6.Monitoring and evaluation: Ongoing Learning and Improvement
- Work with M&E team to build and follow a rigorous and transparent framework for planning, monitoring and evaluation.
- Develop communication performance indicators with Community Engagement and M&E teams to establish objective measures of impact.
- Maintain work plan for delivery of communication outputs, outcomes and impacts to ensure objectives are met.
- Conduct timely and accurate monitoring and evaluation activities.
- Undertake lessons learned review of successful and unsuccessful communication experiences and share observations/findings with Mayday Rescue and SCD staff.
OBJECTIVE: Timely monitoring and evaluation of impact of SCD’s Community Engagement through collaboration with M&E team and network partners.
7.Reporting: Communicating Impact
Produce accurate and clear reporting to Mayday and SCD to demonstrate the impact of community engagement activities both on the ground (direct) and through distribution channels (indirect).
OBJECTIVE: Report on the effectiveness of Community Engagement efforts against the strategic objective “Increase the community’s ability to self-protect by maximizing their exposure to, engagement with and adoption of community protection advice”
MINIMUM QUALIFICATIONS:
- Language Proficiency: Fluency in Arabic and English
Professional Experience:
Established relationships with a wide range of Syrian media and grassroots communications networks
Proven track-record of designing and delivering communications campaigns
