The Aktis team has specialised in building relationships of trust with post-authoritarian internal security institutions and applying beneficiary-driven change management programmes. On the basis of this implementation record, Aktis has pioneered the development of methodologies to bring about reform in such institutions.

The Project

The Syria Recovery Trust Fund (SRTF) is a multi-donor trust fund initiated by the Group of Friends of the Syrian People and its Working Group on Economic Recovery and Development. It serves to channel grant funding from the international community in a transparent and accountable manner into projects inside Syria with the objective to alleviate the suffering of the Syrian people. Through the SRTF, donors pool their funds to finance priority projects for essential services in sectors such as water, health, electricity, education, food security, solid waste removal, as well as other sectors including rule of law, agriculture, transportation, telecommunication, public enterprise, and housing.

This role is based in Gaziantep, Turkey and Aktis Strategy Ltd has been selected to lead a consortium (alongside partner RMTeam) as the Independent Monitor Agent (IMA) for the SRTF. The SRTF IMA project seeks to ensure sound financial management and accountability of the Syria Recovery Trust Fund (SRTF).

The Role

The JFMA reports to Field Monitoring Analyst, he supports the technical administration of: (i) Works Progress and (ii) Financial and Personnel Vetting.

Tasks and responsibilities include:

Collection tool development

  • Supporting the development of data collection tools to achieve field monitoring objectives (e.g. questionnaires);

Data collection management

  • Supporting the training of RMTeam’s field monitors to administer the data collection tools;

Field monitoring administration

  • Assisting with operational planning and logistics with RMTeam and ensuring all security protocols are adhered to;

  • Assisting with the preparation of monthly visit plans;

  • Helping to process and analyse raw data;

  • Supporting the development of technical inputs for client reports and deliverables and delivering to RA;

  • Supporting the administration of the database of payments made against payments verified and ensuring accuracy;

  • Assist in updating and reconciling the SRTF field visits database;

  • Assisting with the management updates relating field monitoring on team Trello board or such other management tool as may be required; and

Providing support as requested for any aspect of technical delivery

Required competencies

  • Interest in research, monitoring and evaluation

  • Experience collaborating on a small team and delivering results

  • Excellent analytical skills

  • Experience in Microsoft Office (Word, Excel, Power Point, Outlook)

  • Knowledge and interest in the Syrian conflict and humanitarian response highly desired

  • Bachelors degree

  • English and Arabic– writing and reading proficiency
