External Relations Officer (Liaison Officer) Turkish Nationality only

Location: Gaziantep and some travel within Turkey to other cities (5-10%).

Duration: 12 months, contingent on funding

Reports to: Executive Director

About MWL: MWL is a humanitarian, advocacy, non-profit organization dedicated to work with communities to overcome poverty. MWL’s main priorities are aimed at empowering women, youth, people with disabilities and children by enabling them to participate in economic, social, and civil spheres. We aim to protecting women, youth, people with disabilities and children rights by the constitution and legislation systems.

Position Summary: The Liaison Officer will play a key role in supporting the Executive Director in ensuring the proper and full implementation of humanitarian programs Turkey-based programs in Turkey and Syria.in particular, The professional will be required to implement administration related tasks with Turkish Government authorities such as clerical correspondence and documentation, processing of official applications and making the necessary changes or amendments as needed and dual translation. The officer will play an integral role in ensuring that MWL’s reputation is safeguarded and that humanitarian interests are maintained. She/he will work closely with other MWL Turkey departments & Programmes.

Position Responsibilities and Duties:

Liaison & Administration:

  • Play an active role as liaison officer both internally (intra-departmental) and externally vis-à-vis MWL’s relationship and activities with the Turkish authorities.
  • Support the External Relations, Logistics & Operations and Security departments in the day-to-day operations such as obtaining passage from relevant authorities needed for movement and access of humanitarian goods, drafting and delivering documentations such as permit applications, responding to related information requests by stakeholders, especially provincial and municipal and possibly senior national authorities related to MWL’s programs namely Health and Education.
  • Support the Logistics/Operations, Human Resources and Finance department in areas related to the direct implementation of MWL activities in Turkey such as registration of humanitarian supplies warehouse(s), residency and work permits and tax exemption.
  • Maintain and archive delegated administrative files, internal and external documents in line with MWL’s clean desk and business continuity policies.
  • Compile and maintain a database of MWL stakeholders.
  • When requested, accompany members of the Senior Management Team(SMT) to meetings with stakeholders and provide translation and note-taking support.

Program Support:

  • Assist with Program Development and External Relations departments with the scoping of potential new areas for engagement through analysis secondary data, stakeholder analysis and field assessments.
  • Promote and encourage community engagement, participation in and ownership of activities at the local and national level.
  • Liaise with and support the implementation of existing and pipeline projects when applicable.

Qualifications & requirements:

  • Minimum bachelor’s degree in a relevant subject, or other compelling, equivalent work experience.
  • 2-3 previous experience in a similar or related position
  • Experience with external liaising and strong knowledge of key interlocutors in Turkey required.
  • Fluency in English and Turkish required; ability to also communicate in Arabic a plus
  • Solid administration and project management experience required
  • Relevant experience or knowledge of the Turkish legislation system is required.
  • Willingness to have a very hands-on approach and active engagement with expert and working level contacts.
  • A readiness to uphold the highest standards of integrity, adherence to humanitarian principles and standards as well as a commitment to MWL’s overall mission
  • Strong multi-tasking, time-management and administrative skills needed.
