Turkey: MEAL Coordinator

The main duties will also include:

1. Leading the implementation of ethical principles in all MEAL processes on the mission.

2. Drafting and regularly updating MEAL work plans and data collection plans on the mission. Agree work plans with stakeholders across the organisation (mission and HQ).

3. Supporting CD, Program teams in developing accountability mechanisms, including the complaints and feedback handling process and assist in analysis.

4. Facilitating programme teams in developing quality standards for all key program interventions to strengthen the compliance and quality aspects.

5. Providing input to project proposal, review the logframe and the logic of intervention. Reviewing project budget to ensure implementation of adequate high quality monitoring.

6. Setting up an adequate monitoring and evaluation system applicable for the whole programme(s) and drafting M&E plan for each and every project according to general RRF M&E strategy and projects requirements.

7. Providing support in beneficiary selection and verification and assisting in preparing tools for data collection; when relevant collecting data and processing it.

8. Helping design and review data collection/tracking tools/formats/databases to ensure data quality, reliability and consistency throughout project implementation.

9. Planning, preparing, organising and conducting monitoring and evaluation activities for all projects (including baseline and end-line surveys, Post Distribution and Post Intervention Monitoring, mid-term and post-project evaluation etc.) and providing support to external evaluators as required.

10. Analysing existing monitoring and evaluation tools and generating new ones if need arises.

11. Implementing electronic, mobile data collection systems in the M&E or MEAL processes.

12. Managing and supervising M&E team on the mission to ensure they deliver on all internal and external MEAL requirements in a timely manner and with high quality information.

13. Conducting data and feedback analysis, secondary sources overview when adequate and preparing adequate reports.

14. Carrying out or assisting in trainings, learning events and contribute to M&E team members capacity development, including trainings for enumerators and M&E officers.

15. Reviewing existing structure dedicated for MEAL. Assessing the workload and the number and performance of M&E/MEAL employees. Recruiting or participating in recruitment of personnel dedicated for MEAL processes

16. Design and carry out needs assessments process; assist in designing methodology and the tools for Needs Assessment, perform data analysis and reporting according to needs and carry out quality control of needs assessment process and its deliverables in coordination with the programme team.

17. Assisting programme team in consolidation of the Indicator Program Tracking Tables.

18. Providing support in the development of a remote Monitoring and Evaluation systems (including output trackers) and their implementation by all concerned.

19. Identifying learning and training opportunities for national partners.

    What RRF requires:

    Experience

    ·Significant experience of undertaking a MEAL related role in a humanitarian context

    ·Education to BSc/BA/BEng level in socialsciences or any relevant subject

    ·Experience of training and capacity building

    ·Demonstrated monitoring and evaluation skills, including planning and participating in MEAL tasks (minimum 1 year)

    ·Experience in NGO and humanitarian assistance sector (3-5 years).

    ·Experience in humanitarian projects or programmes (3-5 years).

    Skills

    ·Fluent English Excellent skills in oral and written English is a must.

    ·Knowledge of Arabic is essential

    ·Significant experience of undertaking a MEAL related role in a humanitarian context

    ·Education to BSc/BA/BEng level in socialsciences or any relevant subject

    ·Experience of training and capacity building

    ·Demonstrated monitoring and evaluation skills, including planning and participating in MEAL tasks (minimum 1 year)

    ·Experience in NGO and humanitarian assistance sector (3-5 years).

    ·Experience in humanitarian projects or programmes (3-5 years).

    ·Fluent English and Arabic. Excellent skills in oral and written English is a must.
