Scope of Work
The M&E officer is responsible for supporting the development and harmonization of an effective monitoring and evaluation system. The position is responsible for accurate periodical reporting to the donor and for quality control of data entered into SYCAC’s internal M&E database. The M&E officer supports capacity building and training activities on M&E topics for SYCAC staff and ensures coordination within SYCAC on reporting and M&E.
Work Context
The Syrian Civil Administration Center (SYCAC) was founded in September 2012 by a group of Syrian activists seeking to promote peaceful solutions to the conflict in their country. Headquartered in Gaziantep, Turkey, the organization specializes in building the capacities of Syrian local and provincial councils through training programs inside Syria. SYCAC is currently partnered with Creative Associates International to promote effective governance in Idlib, Aleppo and the Damascus suburbs.
Main Duties & Responsibilities
M & E
- Design tools and SOPs aimed to monitor project activities implementation against work-plan
- Streamline baseline assessments and coordinate training evaluations
- Reach out to program beneficiaries and gathers relevant information about conducted capacity development seminars and workshops and overall performances of council advisors
- Develop plan and tools for regular performance evaluation of council advisors
- Other monitoring and reporting duties may be added as the monitoring and reporting framework and structure is developed.
Database
- Establish rigorous quality control system for entries into internal M&E database
- Spot check data entered by local council advisors inside Syria
- Engage in regular data analysis and use of results for program quality improvement
- Process data from database to contribute to periodical staff evaluations
Reporting
- Compile weekly and monthly reports to the donor
- Act as reporting focal point within SYCAC and guarantee high-quality reporting
- Ensure reporting is in line with donor’s requirements
Training
- Conduct trainings SYCAC staff to improve their reporting skills and increase their capacities on M&E topics
Skills
- English and Arabic language skills (written and verbal)
- At least 3 years of experience in monitoring and evaluation, reporting, project management or a related field
- Excellent internal communication skills and ability to work effectively within a team
- Excellent written and verbal communication skills
- Solid organizational skills including attention to detail and multi-tasking skills
- Strong analytical and conceptual skills and the ability to think and plan strategically
- Strong working knowledge of Microsoft Office, Google online tools and of basic database tools
- Residency permit is required
- Valid Passport is required.
- Advanced skills in communication with donors.

The position is located in category V1 of the SYCAC salary scale which ranges from 1,375 to 2,750 USD net per month depending on qualifications and experience.
