JOB CONTEXT :

Within the Middle East Regional Programme, the Palestinian mission is implementing projects in West Bank and in Gaza. The projects developed are currently targeting livelihood, local development, rehabilitation, inclusive education and explosive remnants and are multi annuals ones. The Middle East RPF 2015-2019 aims at continuing developing actions in Palestine in the frame of social, economic, education and rehabilitation domains for the PWDs.

Within the context of the Palestinian unmet needs for comprehensive rehabilitation services, HI requests the support of an expert to encompass a comprehensive rehabilitation needs assessment, focusing on physical and functional rehabilitation only including physiotherapy, occupational therapy, provision of assistive devices and prosthetics-orthotics as well as psychosocial support as a supportive input for people with disabilities and/or injuries having difficulties coping with their conditions.

The needs assessment targets service providers (including our partners) and decision makers including national authorities, key humanitarian stakeholders (including UNRWA) and donors regulating and scoping the humanitarian response framework. This position is accountable towards the Regional Rehabilitation Technical Coordinator and you work in close collaboration with the both Field Coordinators in West Bank and in the Gaza strip.

YOUR MISSION:

As Rehabilitation Technical Advisor, you are responsible, in line with Handicap International technical standards, to develop strategic rehabilitation response able to address the challenge of rehabilitation needs both at time of acute crisis and in the context of long term access to quality services. Strong focus will be put on the national system of services as a primary entry door for rehabilitation service delivery.

Under the direct management of the Rehabilitation Technical Coordinator and in strong collaboration with the Field Coordinators in both Gaza and West Bank, you contribute in the successful implementation of quality activities in the field of expertise by:

· Analysing the rehabilitation sector in each area of the open Palestinian territories, including mapping of services; opportunities and constraints for developing the rehabilitation response within the existing system; the analyse of the rehabilitation needs as well as the ability of the current service providers to respond to evolving needs and demand.

· Identify new possible partnership

· Support the definition of the situation of the existing system of services and national and international standards and policies in order to support the mission fundraising.

In this framework, your main duties are:

1/ Carry out a needs assessment and provide adapted recommendations in respect of HI standards.

2/ Contribute towards capitalization in the field of expertise for future strategic development of the programme

YOUR PROFILE :

  • You hold an advanced degree in rehabilitation (OT, PT or P&O)

  • You have at least 5 years of experience in delivering rehabilitation services in both development and humanitarian settings

  • You have also 2 years’ experience at policy level in the field of expertise

  • You have a strong experience in capacity building

  • An experience in working with civil society organizations, partners is a plus

  • You possess strong strategic analytical skills and an outstanding sense of communication and design

  • You are an excellent team worker, have the ability to create dynamic and are very positive

  • You have advanced writing capacities in English; Arabic fluency would be an asset

CHARACTERISTICS OF THE POSITION :

  • In Palestine, security and safety conditions remain volatile and can quickly evolve.

  • The mission is unaccompanied

CONDITIONS:

· Startingdate : September 2017

· Lengthof thecontract:** 2 months

· Employee status, according to experience :

  • Salary from 2031 € / month regarding the experience of the candidate

  • Perdiem : 674 €

  • Insurances : medical hearth coverage, retirement planning, repatriation

  • Paid holiday : 25 days per year

  • R&R : 1 day per month

  • Status : this position is unaccompanied

  • Housing : Collective taken in charge by Handicap International
