Elaf for Relief and Development

was founded in May of 2014. It came out of the need to help the people still living inside Syria, who were either displaced or living in their homes with no access to food, medicine, education, and other basic necessities. Elaf started out with volunteers and with the help of personal donations began helping those surviving inside Syria, struggling to make it another day. We at Elaf work in hard to reach communities and our strength lies in the fact that we elevate the lives of those we help by “teaching them to fish rather than giving them a fish”. Elaf also sponsors over 10,500 orphans by providing for their education, food, as well as non-food items. Elaf supports 2 clinics, small to medium enterprises (SMEs) such as small farms, 2 bakeries, and 15 schools. Overall, we do projects that contribute to the development of those still living inside Syria, who have no one to turn to. The direct aid Elaf provides is food, shelter, clothing, fuel, gift-in-kind, vouchers, and even cash to those in besieged areas. Elaf achieves its goals through quality driven, purposeful and diverse projects that are implemented inside Syria.

ESSENTIAL JOB DUTIES / SCOPE OF WORK: (Essential functions, job description, )

  • Perform as a member of the Strategic Programming Unit of Gaziantep Office with extra-ordinary proficiency, evidence-based programming approach while ensuring high-level integrity, transparency and learning for development attitude.

  • Adapt the Elaf strategic priorities in Food Security and Livelihood Program in view of the situation analysis on-ground, need assessments and research.

  • Lead the FSL field with a constructive approach, in order to ensure high quality of program designing, implementation, management and learning at levels of Project cycle;

  • Timely respond to the feedback shared by the MEAL Department while sharing the rectification measures taken to address the identified gaps; ensuring that high level of integrity, transparency.

  • Coordinate with the program Department by addressing their feedback on operational compliance issues in project implementation wherever required.

  • Periodic project reviews with the field teams on weekly, fortnightly and on monthly basis and to stay fully up-dated on the project performance and progress while settling the issues as far as possible.

  • Analysis and understanding of the project scope (requirements, assumptions, constraints, risks, and other influences).

  • Creation of the project management plan to meet the need of the project and the organizational process and procedures.

  • Measure and monitor the project’s progress and appropriate actions to meet the project objectives.

  • Conducting needs assessments and identifying FSL requirements according to the requirements of the projects.

  • Building capacity of local FSL team in Syria depending on the size and structure of the team.

  • Oversee all project activities in terms of scope, financial, and time.

  • Planning and implementing Food security and livelihoods (FSL) projects in accordance with Elaf’s and donors’ guidelines and standards.

  • Follow-up funds received for the project in terms of receiving and dispensing and documentation of all funds received legal bills, To maintain financial transparency constantly.

  • Maintain the principles of humanitarian work during the implementation of the project.

  • Help hire, supervise, performance manage and train local staff to effectively serve their roles in community outreach and mobilization; participatory assessment, planning and project management; partnership with local communities, youth leaders, NGOs.

  • Help establish a monitoring and evaluation system with the cooperation of MEAL department, including tools, and training staff and partners to monitor field level activities, adapting the project as needed to increase project impact.

  • Issuing progress and final reports of activities and projects in addition to accomplishments and statistics reports and sending them to program manager.

  • Participate in preparing and writing FSL proposals.

  • Maintain security guidelines for Elaf field office and ensure staff follows protocols.

  • Follow and implement any new procedure and guidelines in circulars from the program manager.

QUALIFICATIONS: (Training/education/experience/physical demands required; provide 6-8 requirements):

Personnel

  • A degree in Agriculture, development or any other relevant field along with a relevant experience of 2-4 years is required.

  • Project planning and management experience of 2 years.

  • Fluency in both oral and written English and Arabic is essential; Turkish will be of high advantage.

  • Very good computer skills, especially Excel, Word, and PowerPoint.

  • High communication skills.

  • Team leaderships.

  • Time-Management skills.

  • Able to lead teams, allocate tasks, and ensure the proper managing of the activities.

  • Adaptable, self-motivated, willing to learn and take on extra duties as required.

  • Valid residency or work permeation.

ELAF STAFF CODE OF CONDUCT AND PROGRAMME PARTICIPANT PROTECTION POLICY

ELAF For Relief & Development has a staff Code of Conduct and a Programme Participant Protection Policy which have been developed to ensure the maximum protection of program participants from exploitation and to clarify the responsibilities of ELAF Staff, consultants, visitors to the program and partner organization, and the standards of behavior expected from them. In this context staff has the responsibility to the organization to strive for, and maintain, the highest standard in day to day conduct in their work place in accordance with ELAF’s core values and mission.

Any candidate offered a job with ELAF For Relief & Development will be expected to sign the Programme participant Protection Policy and the ELAF Staff Code of Conduct as an appendix to their contract employees.

Any breach of ELAF Staff Code of Conduct or the Programme participant Protection Policy by employees of ELAF For Relief & Development during the course of their employment will result in disciplinary action up to, and including dismissal.
