ROLE PURPOSE

The Livelihoods Officer will be based in Istanbul, supporting Save the Children’s new BMZ project aiming to support refugees and host communities in Istanbul. The Livelihoods Officer will help manage the relevant project activities, support project planning, and work with the Food Security and Livelihoods technical specialist to support project implementation. This role will be responsible for, where relevant, building the technical capacity of partner staff and ensuring quality and timely delivery of the Livelihoods activities. The Livelihoods Officer will assist the Project Manager with the start up, implementation, and monitoring of livelihoods activities through a partner, including: a youth employment training program, apprenticeship opportunities, youth peer-to-peer groups, referral to job services, and training of partner facilitators.

KEY AREAS OF ACCOUNTABILITY

Planning

  • Regularly liaise with the Project Manager to plan implementation in project sites and ensure the overall project timeline is realistic and achievable within the agreed timeframe, and make adjustments as needed during implementation.
  • Supervised by the Project Manager, and in collaboration with the implementing partner, facilitate the development and scheduling of livelihoods activities.
  • Facilitate planning and reporting processes together with the Project Manager.
  • Actively contribute to the development of monthly work plans in line with the detailed implementation plans.

Programme Implementation

· Coordinate and provide support to the partner’s livelihoods team at the project sites in the planning, implementation, and monitoring of activities which can include: a youth employment training program, apprenticeship opportunities, youth peer-to-peer groups, referrals, and training.

· Provide support to the partner’s social workers to make sure that identification and referral of vulnerable youth are carried out according to SC’s procedures.

· Support and build partner capacity in the area of livelihoods through mentoring, deployments, and regular coaching.

· Organize training on essential work skills training, essential business skills training, and youth engagement activities for the partner project team.

· Support partner staff on adopting SC’s livelihoods programming tools such as checklists, surveys, training packages, etc.

  • Identify and build links with private sector partners for potential apprenticeships and job placements.
  • Work to incorporate cross sector concerns and cross cutting issues, including child protection and education.

· Establish and maintain active working relationships with the Turkish government bodies and other NGOs specific to the area of labor and social affairs.

· Provide regular updates on progress, priorities and constraints and assist with the administrative duties related to the running of livelihoods activities in the project.

· Ensure activities are completed with quality and within time and report any concerns to the Project Manager.

· Perform other responsibilities as agreed with the Project Manager.

· Produce and submit monthly reports on project activities as required, and maintain programme documentation as required.

Monitoring, Evaluation and Accountability and Quality

With support of the Project Manager and MEAL team:

· Ensure that the M&E systems are effectively implemented in each project site, and its tools are in place.

· Conduct regular field visits according to requirements and plans then report back with the findings to the Project Manager.

· Actively monitor livelihoods activities at field level, ensuring quality of Save the Children’s programme, reporting and flagging concerns to Project Manager.

· Ensure that communities are regularly involved in all phases of the programming.

General

· Work with cultural sensitivity and respect the dignity of refugees and members of the host communities at all times.

· Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities, and ensure compliance to these policies at the field level as well.

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES

Required:

  • A degree in social sciences, sociology, community development or related field
  • At least 2 years of experience in livelihoods programmes, vocational training, social work and community mobilisation
  • Previous experience in working with children
  • Good technical understanding of livelihoods and youth focused approaches
  • Knowledge of Core Humanitarian Principles and key components of a establishing an apprenticeship program

  • Experience in working through a partner organization in a complex stakeholder environment

  • Strong interpersonal and communication skills

  • Ability to work with limited supervision and strong ability to take initiative

  • Able to work to tight deadlines and under pressure

  • Excellent team player

  • Fluent in Turkish and English – written and spoken

  • Computer literacy including the use of Microsoft Word and Excel

Desirable:

  • Fluent in spoken Arabic
  • Experience in working with NGOs
  • Experience in working with refugees
