SCOPE OF ROLE:

Reporting to: HR Coordinators (2), Senior HR Officer, Admin Officer
KEY AREAS OF ACCOUNTABILITY:
As a member of the Senior Management Team, contribute to:
· Provide HR Leadership and implementation of key HR priorities for Turkey Country Office
· The development of an organisational culture that promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and empowers people to deliver outstanding results for children and excellent customer service for our Members and donors
· The implementation of a coherent organizational structure that is consistent with Save the Children Country Office operating model and appropriate programme needs
· Ensuring that the Country Office complies with all Save the Children Minimum Operating Standards related to HR and admin
· Represent and champion staff views and concerns and ensure these are communicated to the SMT,
HR planning, policies and procedures:
· Have overall responsibility for the management of all aspects of HR activities and ensure the effective delivery of HR services to staff throughout the Turkey Country Office.
· Work closely with the SMT to develop HR plans including staff development plans.
- Lead on development and/or review of HR policies, procedures ensuring legal compliance with the local legislation is observed; ensure consistent application and interpretation
· Applying best practices, support the SMT in the delivery of change to enhance effectiveness and efficiencies.
· Ensure the provision of appropriate and clearly communicated advice to line managers on all aspects of the HR functions.
- Support managers in implementing polices and processes on matters related to resourcing, terminations, performance management, remuneration,
- Take the lead on HR aspects for government audits
- Supporting field HR team in implementing effective and robust HR systems and processes
Staffing and Employee On boarding:
· Ensure that adequate staffing is maintained for successful program delivery through effective recruitment processes, retention strategies and development and capacity building of national staff.
· Understand current and anticipate future staffing needs, build pools of ready candidates through internal succession planning and external market knowledge.
· Work closely with recruiting managers to ensure that appropriate organizational structures, proper job descriptions and grading, and appropriate lead times are in place.
· Support the HR Co-ordinator L&D to implement effective induction plans and processes, ensuring that all staff are aware of the policies and practices relating to their employment. Establish evaluation procedure for monitoring the effectiveness of the induction process and feedback to line managers.
· Set in place appropriate annual performance review systems and processes and provide guidance and support for the implementation of performance review.
- During Humanitarian responses provide support to managers with implementing the emergency HR plan and other emergency HR actions.
· Work with managers to resource critical staff gaps through facilitating deployment of short term staff: Global Roster/HST’s, regional; country deployed staff; consultants; visitors etc
· Work closely with other teams to ensure the smooth coordination, facilitation and integration of short term staff with regular country office staff
Pay and Benefits:
· Work closely with Regional HR to implement appropriate job evaluations and that there is continuity between job descriptions, titles, salary scale and organizational charts.
· Develop systems that ensure timely and correct assignment of salary grades to job titles as they are developed. Ensure that all staff have job descriptions, updated and current contracts, which are complaint with local labour laws.
Staff motivation and retention:
· Provide hands-on practical support to managers and staff and to build and develop the capacity of their teams in the intervention areas of effective coaching, performance management frameworks and development plans.
· Support managers through the performance management process including guidance in setting performance objectives, employee development plans and communications; assist managers in assessing employee performance and addressing deficiencies.
· Ensure debriefing is undertaken with all staff leave the programme and any issues affecting staff retention are addressed.
Administration:
· Develop and appropriately update administration policies and procedures for the Turkey Country Office drawing on SCI’s global Standard Operating Practices and the Regional Administration team
· Take responsibility for overall management of the visa/residency/work permit processes and systems, identifying blockages and working with partners, including the Turkish Government to address and resolve them.
· Put in place systems for all administrative tracking including for service contracts and leases and ensure that these are regularly updated/renewed and that the information is used to inform SMT decision making.
· Oversee facilities managements – office, guesthouses, international staff accommodation
· Provide leadership to the Admin teams to ensure the effective system, policies and procedures are in place.
- Plan and regularly monitor office expenditures and consumables to ensure proper budgeting of administration expenses and smooth running of the Country office
- Ensure that all new staff to the country office receive an induction on Administration systems and procedures.
- Ensure the country office is in compliance with Turkey health and safety regulations
- Work with logistics to ensure adequate insurance coverage for all Save the Children assets
- Maintain regular survey/trend analysis of administration services/suppliers (including hotels), costs and recommended suggestions/systems that would improve cost effectiveness and efficiency.
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES
Essential:
- At least 6 years of relevant senior experience at a HR management level in Turkey
- Proven operational HR experience of providing senior generalist HR service to senior managers across a full range of HR issues
- Proven experience of effectively managing administration department through a customer service approach
- Experience of building and developing the capacity of HR teams through the use of training, performance management frameworks and development plan
- Resourcefulness and creativity in developing the role of Human Resources in the Country Office and ensuring the most effective support to line management (including the ability to synthesise and analyse complex information and present clear and informed solutions)
- Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities;
- Ability to build relationships quickly with a wide variety of people, both internally and externally
- Demonstrated experience in leading multicultural teams, working across multiple locations and building value driven teams
- Excellent skills in handling and advising on complex people management issue.
- Good attention to detail
- Good facilitation skills and ability to deliver induction briefing/training
- Strong communication (written and spoken) in English.
- Willingness to work and travel to field offices in Turkey
- Commitment to Save the Children aims and principles and in particular commitment to Child Safeguarding, Whistle blowing, Fraud, and Health and Safety policies.
Desirable
- Knowledge of Turkish will be an added advantage
- Experience working with humanitarian crisis
