JOB CONTEXT:

Handicap International’s Middle East regional programme is quite broad and ambitious with projects and missions in 5 different countries (Egypt, Jordan, Lebanon, Palestine and Yemen). The programme is currently gradually getting out of a challenging situation it has been for the last 2 years, rebuilding step by step the different components while now launching regularly new projects and initiatives based on the wealth of experiences and assets previously gathered and the recent huge efforts invested in stabilisation and redevelopment.

In this environment and with the recent and expected opening of different new projects and future development of other regional projects, as a Regional Finance Officer (RFO) you will be an active stakeholder in ensuring the smooth, efficient financial management and administrative support for implementation of regional projects and national projects. Within the regional support team and under the line management of the Regional Finance Coordinator you will be working in close collaboration with the Regional Finance Manager and the Administrators in the different missions. Based in Amman you will travel frequently to the 5 countries where the programme is established.

JOB DESCRIPTION:

In this position you will be responsible of: • Ensuring accounts management in order to keep the accounts in line with legal norms, obligations and internal procedures. • Ensuring cash-flow management and the availability of funds for implementing planned activities • Carrying out management of budget and funding to ensure the smooth-running of the programme with respect to its financial obligations • Managing donor contracts and ensuring the proper use of donor funds in respect of donor specific guidelines. • Managing Partner financial aspects to ensure the follow-up of functional management of partnership (participate to partner assessment, validate the financial aspect of partnership agreement, support the admins on the financial and accountancy follow up and management of the partner, and ensure the partners’ expenditures are eligible…) • The management of administrative and financial aspects of Mental Health framework convention (prepare financial proposals for donors, ensure the administrative management and the respect of HI rules and procedures, ensure the financial reporting to donors, the analysis and consolidation of the budgets…) • Facilitating the coordination of finance unit within the regional programme (coordination mechanism on financial aspect within the regional program between the financial unit and the different services and missions)

You will have to be flexible to correspond to and meet with the evolving needs of the programme and its missions and projects.

CANDIDATE PROFILE:

You have: • A finance and/or Administration degree • A proven 2 year experience in accounting/finance. • Developed strong competencies in accounts and finance management. • Acquired methodological skills related to finance and good analytical and conceptual skills.

You are: • Appreciated for your excellent communication skills including in distance management. • Someone who have a comprehensive understanding of capacity building issues. • Proactive, dynamic and solution oriented person • Able to work under pressure.

REQUIRED LANGUAGE SKILLS: You are fluent in English and are as comfortable writing it than speaking it.

JOB ENVIRONMENT: Despite recent conflicts in the Middle East and instability resulting from the Arab Spring, the security in the majority of countries in the region is relatively good. In Amman, the living conditions are excellent with little or no restrictions. Jordanians are very welcoming and life for foreigners quite comfortable. The post may involve travel to other countries of the program where conditions can be harsher or more volatile.

You will live in a collective housing if single (no contributions to be paid) but this position can be accompanied.

EMPLOYMENT CONDITIONS:

Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
