Turkey: Monitoring and Evaluation/Research Manager

Chemonics seeks a monitoring and evaluation/research manager for a project based in Gaziantep, Turkey. The project is focused on providing assistance to civil society organizations and governance structures at the national, provincial and local levels. This assistance encompasses both top-down and bottom-up strategies to meeting critical needs in activities designed to connect civil bodies to each other and to the citizens that they represent.

The M&E/research manager will be responsible for the overall support, advice and oversight on project activity-level and program level monitoring and evaluation of the project to ensure quality and consistency across the program.

Responsibilities include:

  • Provides overall support, advice, and oversight on activity-level and program-level monitoring and evaluation, ensuring quality and consistency across the program
  • With support from the client, contribute to the design, implementation and ongoing revision of an M&E system that adheres to client guidance and meets the needs of the program for learning, analysis, and reporting
  • Contribute to client’s understanding of the political and security environment in country by feeding into IP reporting products
  • At the client’s direction collaborate and coordinate with client’s Third Party research and monitoring firm to ensure research and monitoring feeds into program design, development and implementation
  • Offers technical assistance in the development, selection, and application of M&E processes and tools
  • Oversees the development of M&E plans for each activity and ensuring M&E concepts are incorporated into the activity cycle across teams
  • Manages and advises colleagues on information management processes by reviewing data collection efforts, overall data reliability, consistency, and quality
  • Assists in the identification, analysis, and synthesis of lessons learned from program implementation and facilitating the incorporation of those lessons into the activity development cycle.
  • Leads a team of M&E specialists tasked with overseeing activity level M&E and ensuring that lessons learned feed into activity development cycle
  • Provides input and advice on procurement of M&E third-party services if needed
  • Trains other staff, and local partners where required, on key M&E concepts, tools, and processes

Qualifications:

  • University degree in a relevant field would be advantageous but is not required
  • Minimum of four years of experience in monitoring and evaluation, social science research, journalism, or a similar field required
  • Demonstrated experience with quantitative and qualitative research methods, including surveys and focus groups
  • Proficiency with software such as Microsoft Word, Excel, and Access
  • Familiarity with statistical software would be advantageous
  • Strong analytical skills and writing abilities
  • Experience managing teams preferred
  • Experience in a diverse and fast-paced work environment
  • Experience working with donor-funded projects
  • Previous experience working in the Middle East and researching topics including security assistance and politics in highly insecure environments required
  • Proficiency in English required and Arabic preferred
  • Experience linking research and program findings into program design and implementation
  • Demonstrated leadership, versatility and integrity
