Job Purpose:
The work involves examining and reviewing records, reports, financial statements and the operations to ensure their alignment with QC policies, standards and procedures and those of the donors ensuring legal compliance with internal regulations. This will be accomplished through conducting periodic audits of departments for efficiency and effectiveness with major focus on the operational side.
ESSENTIAL RESPONSIBILITIES AND DUTIES:
- Manage the planning, scheduling and implementing of quality assurance audits, particularly on operations side, to ensure compliance with QC policies and procedures and with those of the donors.
- Provide technical support to finance, admin and operations departments, whenever requested, to ensure that all the processes are effectively followed and that supporting documentation are fully accomplished in all aspects of operations management.
- Design and implement a comprehensive quality management plan for operations to ensure that QC implements its projects and programs with the highest level of transparency, accountability and operational efficiency and effectiveness.
- Prepare trending reports on the agreed upon operational quality indicators and present to management with recommendations.
- Conduct spot checks and risk-based planned audits for service providers and implementing partner organizations on periodic basis, in close coordination with Head of Program and the Country Director.
- Prepare reports with observations, recommendations and follow up with partners for rectifying their gaps and revising policies and procedures, if required.
- Provide technical support to Operations Department and the M&E Department for effectively maintaining audit related documentation to ensure that that they are in accordance with QC SOPs
- Conduct unscheduled compliance inspections or spot-checks as required or advised by Management both for directly implemented projects or partners-implemented projects.
- Stay abreast of regulatory requirements and quality trends, and providing recommendations regarding actions to ensure ongoing compliance.
- Regularly review the contract agreements made on behalf of Qatar Charity, books of accounts, invoices, expenses to ensure that all the signed contracts and incurred expenses are done in a low-risk setting while fulfilling all the documentation requirements.
- Regularly develop and maintain audit calendars, audit plans and audit reports and follow up (in both hard and soft form).
- Provide research and related support as needed by the Department and legal staff.
- Communicate and interact with official authorities, external auditors, and HQ auditors.
Other Important Responsibilities
Provide technical support (to ensure compliance) to other units in accomplishing all their duties in an effective manner.
Assist the Country Director, Head of Program, and MEAL Team in any required duties related to the auditor’s role.
Job Requirements (education, experience, skills):
Minimum Bachelor degree with a major or minor in accounting (preferred), business, or finance,
Minimum 2 years’ experience in audit function OR 3-4 years in leading finance/ accounts management,
Exceptional proficiency in Excel,
Ability to work independently with minimal supervision – able to take initiative,
Proficient in managing multiple tasks simultaneously,
Strong skills in communication, presentation,
Comfortable working under deadlines,
Ability to adapt to different software environments,
Excellent critical thinking and problem-solving skills,
Versant with the Turkish financial rules and regulations,
Demonstrated high proficiency in Arabic/English (reading, writing and speaking).
Turkish language proficiency will be highly valued,
