CHILD SAFEGUARDING:
Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.**ROLE PURPOSE:**
The Protection Coordinator of this internationally funded project will provide technical support to ensure high quality delivery of the Individual Protection Assistance (IPA) and community-based Protection Monitoring intervention in Istanbul and Konya area of operation. The project will primarily be implemented through a local partner. The Protection Coordinator will be providing technical support (including capacity building and development of materials) to ensure implementation of services in line with agreed quality benchmarks, that enhance access to information and services, including registration, legal, health, education, and immediate basic needs. The Protection Coordinator is expected to work in close collaboration with the Child Protection Coordinator on the Child Protection Case Management component of the project to ensure holistic response to children’s protection, wellbeing and development. In collaboration with the Child Protection Technical Advisor, the Protection Coordinator is expected provide trainings, coaching and technical supervision to staff engaged in the IPA, protection monitoring and community outreach, ensure systems to monitor and evaluate the quality of the services. The Protection Coordinator will also play an important role in ensuring that community outreach activities identify individuals most at risk, and that communities are engaged in the activities. A key responsibility of the Protection Coordinator is to support the timely submission of all deliverables, including annual work plans, performance monitoring plans, reports as required, under the leadership of the Project Manager. Furthermore, the Protection Coordinator plays an important role in supporting the representation of Save the Children in technical fora, such as the Protection Working Group.
KEY AREAS OF ACCOUNTABILITY:
- Technical support and supervision to partner staff in the set-up and implementation of Protection services, including Individual Protection Assistance and Protection Monitoring of risks and gaps. Be a source of technical supervision and coaching to ensure quality service delivery of IPA in line with quality benchmarks and standards.
- Engagement in the development of a community outreach strategy. Technical support and supervision to partner to ensure that community outreach activities identify individuals most at risk for protection issues, that safe and ethical referrals are made in a timely manner and that community networks are meaningfully engaged.
- Ensure service map and referral pathways are up-to-date and functioning in the areas of operation.
- Ensure standard operating procedures (SOPs) and eligibility criteria for the IPA are in place.
- Convey technical excellence and work with partner to “internalise” quality standards and best practices in the field of Protection and IPA (as well as Child Protection and MHPSS) in their programs.
- Close collaboration with partner and Project Manager to ensure that work plans, performance monitoring plans and reports are timely produced and submitted, in compliance with internal SC and donor requirements.
- Support the development of a capacity building plan for staff and partners and provide on-going mentoring and support in the areas of protection. Deliver trainings and other capacity building with the main focus on Individual Protection Assistance, under the technical supervision of the Child Protection Technical Advisor.
- In collaboration with MEAL staff and the Child Protection Technical Advisor, lead the development of a Guideline and Toolkit for monitoring and evaluating the IPA component of the project, and work with the partner to adapt and embed this into current systems. This also forms part of ensuring that systems of effective accountability are in place so that individuals and families have regular forums for feedback.
- Support the establishment and maintenance of relationships with local authorities, humanitarian actors, and community leaders, ensuring effective coordination and consultation.
- Contribute to the development of high quality concept notes and proposals, in coordination with other SC staff.
- Co-lead (and be ready to lead) the representation of Save the Children in technical fora, such as the Protection Working Group.
- Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Minimum Standards for Child Protection in Humanitarian Settings, the Sphere Charter and Red Cross Code of Conduct.
QUALIFICATIONS AND EXPERIENCE
Essential
- At least 3 year of experience in the field of Protection, primarily in Individual Protection Assistance (including case management).
- Education in BSc/BA/BEng level in Social Work, Human rights Law, International Relations, Development Studies or similar, or equivalent field experience.
- Excellent knowledge about the Turkish legal framework and social welfare system.
- Proven excellency in delivering capacity building efforts in the field of Protection (main focus on IPA), including leading trainings, and willingness to dedicate time to staff and partner development.
- Experience of successfully taking on a role of technical supervision and coaching, with particular focus on IPA to vulnerable groups.
- Knowledge of established inter-agency standards and guidelines in the field of International Protection and IPA as well as the Minimum Standards for Child Protection in Humanitarian Settings.
- Ability to identify the main Protection risks and gaps in the given context to inform a holistic response for individuals.
- Experience in monitoring and evaluating Individual Protection Assistance services.
- Experience of and commitment to working through systems of community participation and accountability
- Ability to write clear and well-argued assessment and project reports
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- Capacity and willingness to be extremely flexible and accommodating in difficult working circumstances.
- Commitment to and understanding of children’s rights and human rights, the aims and principles of Save the Children, and humanitarian standards such as the Sphere Charter and the Code of Conduct. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support.
- Excellent oral and written communication skills. Fluency in English and Turkish required.
