Position Summary:

The Senior Program Manager will lead the design, delivery, and implementation of a technical program intended to build the organizational and functional capacity of nascent local government institutions to deliver basic services and fulfill their core representation and management oversight roles. The Senior Program Manager will coordinate the work of a technical team comprised of short-term technical advisors (STTA), trainers, staff, and implementing partners – including remotely managing the work of some from afar. The position is contingent upon program award and funding.

Reporting & Supervision:

The Senior Program Manager will report to the Deputy Chief of Party (DCOP) and will oversee the several host-country staff Program Coordinators.

Primary Responsibilities:

  • Lead technical program design, including developing a multi-modular training program designed to build both the organizational management skills of municipal councils, mayors, and staff, as well as their technical knowledge in priority functional areas (including the delivery of prioritized services, and constituent outreach);
  • Lead the development of a remotely-managed and technically-sound initiative to provide ongoing support, mentorship, and coaching to beneficiary government institutions, and a platform to offer remotely-accessible instructional and technical resources;
  • Serve as content director to instructional programs, and senior trainer as appropriate;
  • Coordinate the work of technical team, including coordinating the input and work of expert trainers, internal and external technical advisors, in-country and remotely-located project staff, and local implementing partners as appropriate.
  • Ensure that procedures are established, and complied with, for activity development, activity worthiness, activity implementation, management, monitoring, evaluation, and closing;
  • Support the timely report preparation, including quarterly and annual reports;
  • Interact productively and collegially with project staff, partners and stakeholders;
  • Oversee and monitor quality of organizational capacity development to local and provincial councils, and serve as capacity development mentor as appropriate;
  • Manage, train, and mentor staff in the technical areas relevant to the project;
  • Assist DCOP in responding to requests from the client agency and supervisors as needed;
  • Other duties as required.

Required Skills & Qualifications:

  • Master’s degree in social sciences, governance, political science, international development or related field;
  • Minimum of 5-7 years of progressively more responsible international, donor-funded development and technical experience in local governance, preferably in a field setting;
  • Experience in activity implementation for U.S. government (USG)-funded projects;
  • Experience working in a complex conflict environment;
  • Demonstrated ability to rapidly respond to needs of the client and adjust to changing operational needs;
  • Excellent organizational skills and ability to work independently and collaboratively;
  • Demonstrated ability to manage multiple tasks and identify priorities;
  • Strong interpersonal skills, particularly in multi-cultural environments, and ability to work under pressure;
  • Excellent oral and written communication skills and fluency in English.
  • Verbal and written proficiency in Arabic or Turkish.
