Baytna Syria was launched in 2013 as a networking, training, and grant-making facility for Syrian civil society organizations, offering support to CSOs based inside Syria and the neighbouring countries.
Baytna Syria is seeking to recruit a Program Development and Quality Manager (PDQ) to lead theMEAL functions at Baytna Syria and provide quality and program development technical expertise.

Main Duties and Responsibilities
Lead all monitoring and evaluation work related to the good operations of Baytna Syria 3 programs
Sets and reviews project reporting schedules, templates, and requirements, and guides the Capacity Building Officer, Grants Officer, Field Program Officers, and communication and events officers in all reporting requirements
Support the development of an organisational culture that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for our partners’, Stakeholders and donors.
Take a lead role in developing program strategies and annual plans ensuring coordination of all technical input to country strategy, proposals and reports
Ensure the design and development of development programs are upon a high quality that contribute to the Baytna Syria strategies and plans, informed by participation where possible
Ensure that the program design includes technical specialties and the needed resources are in place.
Maintain a robust M&E and Accountability systems to measure achievement and progress toward program goals and results
Lead on internal and external program/project evaluations as necessary and ensure the execution of baseline, periodic, and final evaluations as necessary in coordination with Senior Programs Manager
Lead on situations analysis and ensure first class technical assistance is secured to produce robust analysis and includes participation of key stakeholders.
Ensure learning by the country program from relevant best practice internally and externally both nationally and globally and make learning from BS available when needed.
Identify key opportunities and events for BS to position itself as the leading organisation for the Theory of Change and its implementation.
Ensure that every partnership is formed in the context of the Theory of Change and is designed and managed so that the partnership furthers achievement of Baytna Syria’s strategy and strengthens local and national capacity to deliver for the Civil Society Community.
Analyse potential strategic partners using documented selection methods and ensure that all partners comply with Baytna Syria and donor requirements and regulations
Ensure that the BS HQ engages in mutual assessment, feedback and learning with partners and assist partners to engage in knowledge building and advocacy
Ensure appropriate staffing within Program Development and Quality
Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff
Performs other related duties as assigned
Qualifications
· At least a Bachelor’s degree in engineering / statistics / business management or any other relevant field of study
· At least 3 years of professional work experience in designing and executing project management frameworks, preferably in development programmes
· Excellent experience in data collection and analysis, data management and reporting
· Ability to work in a team and to sometimes tight deadlines in a dynamic and fast-paced work environment
· Very good mastering of English and Arabic (both verbal and written)
· Excellent knowledge of and expertise in logframes, theory of change, monitoring and evaluation toolbox
· Ability to communicate with people outside the organisation, representing the organisation to customers, the public, government, and other external sources. This information can be exchanged in person, in writing, or by telephone or e-mail
· Politically and culturally sensitive with qualities of patience, tact and diplomacy
· Commitment to the aims and principles of Baytna Syria. In particular, a good understanding of the Baytna Syria mandate and Theory of Change.
· Ability to create new ideas, relationships, systems, or products, including creative contributions
· Proficient in use of computer applications related to the tasks
· Experience of working with local NGOs, INGOs and government bodies would be an advantage
