Introduction

A Child Rights Situation Analysis (CRSA) is an in-depth analysis of the country context and extent to which children’s rights as defined under the Convention on the Rights of the Child (UNCRC) are being achieved. This work includes an analysis of the context, obstacles to, and enablers of, their realisation. A range of perspectives will inform the CRSA, including those of our staff, key stakeholders, children and young people. The contents of the analysis will vary depending upon the context and needs of the country team.

For Save the Children, the CRSA is a process of Save the Children staff working together to deepen our collective understanding of the overall country context, the particular child rights situation in the country, and other key issues that have critical relevance to our work. The ultimate goal of the CRSA is to help country teams inform their strategic focus, programme design, advocacy strategies and other aspects of our work.

The primary goal of the CRSA process is for country staff to work together to build a stronger analysis of:

· The country environment in which we are working

· The extent to which children’s rights are realized in that context

· The opportunities and obstacles present in this context.

The CRSA process primarily draws on the knowledge, experience and perspectives of staff, as well as external actors, such as children, communities, partners and technical experts. In the updated CRSA process, country teams use guidance and tools to help complete the process and capture their findings in written and visual formats (such as word documents, graphs, charts etc.). Child Rights Situation Analyses have been used to inform Save the Children’s strategic planning since shortly after the United Nations Convention on the Rights of the Child (UNCRC) came into force in 1990.

Background of SC in Turkey

Save the Children is the world’s largest independent organisation working on children’s rights,working in more than 120 countries, including in Turkey where it has been working since 2013 with a dual mandate to respond to emergencies, while supporting the government in long-term development actions. The mission of the organization is to inspire breakthroughs in the way the world treats children and make immediate and lasting changes in their lives.

  • In Turkey, Save the Children works in five governorates providing humanitarian assistance to Syrians under Temporary Protection (SuTP) and vulnerable host communities. The sectoral focus of SC is in Protection (including Child Protection), Health-Nutrition, Education and Livelihoods. The organization intends to strengthen these actions in the coming years in complementarity to what the host government and other actors are doing.*

  • As part of the preparation of its strategic plan 2018 - 2021 and in accordance with a programming cycle, Save the Children in Turkey wishes to conduct a situation analysis on the rights of the child in Turkey. This activity based on the Convention on the Rights of the Child will highlight the immediate and future problems and needs of children, and the challenges that must be overcome to realize the right of children in Turkey.*

How does the CRSA process work?

Stages and processes of the study:

CRSA is a participatory process that includes all stakeholders including children in their diversity. It will be undertaken between January-March 2018. It will consist of three stages. Each stage involves data collection and participatory analysis. The short table below summarizes the purpose of each stage, explains how to do it and presents the desired output.

Stage 1: Analyse the country environment

• Think about the relevant politics, power dynamics, and norms
• Identify key opportunities and challenges in the current context
• Consider how Save the Children can most effectively engage
• Identify areas that need further exploration and/or analysis • Collect information from existing sources and compile into a pre-designed “dashboard” or PowerPoint slides
• Hold a 2-day participatory analysis workshop with staff (1-day workshop if necessary) • “Dashboard ” or PPT slides depicting information about the country environment
• Country analysis worksheets that list core statements about the country context and what this means for us – i.e. how we can engage most effectively in this context

Stage 2:Analyse the child rights context

• Review and discuss the status of child rights
• Identify, rank and undertake initial analysis of critical child rights issues
• Identify areas that need further exploration and/or analysis
• Collect information from existing sources (including an optional child rights perception survey)
• Compile information in a pre-designed “dashboard” or PowerPoint slides, and undertake a pre-analysis of data/evidence
• Hold a 2-day participatory analysis workshop with staff
• Post-workshop follow up
• External consultations as needed • “Dashboard” or PPT slides depicting data about the child rights situation
• A list of critical child rights issues ranked in priority order
• A list of issues for further exploration/analysis (in Stage 3 or CSP process)
Stage 3:Analyse key issues

• Understand the root causes, contributing factors, constraints, and opportunities related to key issues emerging from Stage 2 (and country strategic planning) • Collect information from existing sources and stakeholder interviews as needed
• Hold a participatory analysis or desk review on each key issue • A short briefing document compiling data about the “issue”
• A list of recommended actions to inform program design

CRSA Conclusions

• Capture the outcomes of each Stage of the CRSA process
• Create a virtual CRSA library of resources • Capture outcomes of each stage in overall analysis worksheet and store in CRSA library
• Obtain sign off by SMT • Consolidated list of findings
• A list of inputs to the CSP and for future advocacy and program design
• Full CRSA report capturing all stages of work

Role of the consultant

To support the country office to undertake a meaningful CRSA, Save the Children is seeking skilled researchers/consultancy firm to undertake work in the preparation of and/or delivery of analysis workshops and expected outputs at each of the stages of the CRSA. A key aspect of this process is that it includes a focus on building the overall capacity of Save the Children staff and (where relevant) partners to do meaningful and in-depth analysis to inform their strategies, programs and advocacy and campaign efforts.

Expertise Required

1.Facilitators

CRSA Facilitators are required to provide on-going support and guidance to Save the Children to undertake and go through each of the stages of the CRSA. The consultant will work with the CRSA country lead to ensure finalisation of outputs for each stage.

Main Responsibilities

· CRSA Training and Induction

o Facilitator to attend skype induction sessions and trainings on the various stages

· Workshop Preparation and Delivery

o Work with country focal point to advise, prepare and deliver relevant workshops as needed

o Travel and attend workshops

· Document Process

o Support, review and document the workshop and outcomes

Skillsets recommended:

  • strong understanding of Save the Children’s work and programmes
  • expertise on UNCRC
  • strong analytic capacity
  • (international) experience in facilitation of analysis/assessment processes
  • capacity to provide support to countries

  • Language skills corresponding to the working language of country office (Turkish) will be desirable

  • Availability between now and March 2018

2.Researchers (data capturing/in-depth and report write up)

A CRSA Researcher is required between Nov – March to put together dashboards (templates in place) and to when necessary provide additional research capacity to a Country Office that has identified a need for additional information in their analysis. In depth researchers will research and develop dashboards and/or issue briefs in preparation for key issue analyses (at stage 3) and a full CRSA report.

Main Responsibilities

1.Data capturing and analysis

· CRSA Training and Induction

o Researchers to attend skype induction sessions and trainings on the various stages

· Data capturing

o Use the template and source links to populate country dashboards (detailed guidance available). This will involve decisions over use and visualization of quantitative data.

o Support to any interviews/consultations with external actors, staff and children to capture their views on the size, seriousness and trends of issues for children

2.In Depth analysis

· CRSA Training and Induction

o Researchers to attend skype induction sessions and trainings on the various stages

· In depth research

o Conduct the pre-workshop data analysis and drafting of briefing presentations for the workshops

o Support any follow up work from the Stage 2 workshop and write up stage report.

· Draft Issue Briefs (template to be provided) to inform Stage 3 analysis

Skillsets recommended:

· - Strong policy research expertise around Save the Children’s programming and advocacy

  • Proven analytical capacity including ability to interpret information- quantitative and qualitative- and to decide on how best to present and visualise it on an excel and/or ppt dashboard

  • written/verbal communication skills

· Strong internet research literacy

· Language skills corresponding to the working language of country office is desirable

· Availability between now and March 2018

Save the Children’s responsibility

A steering committee led by the PDQA director of Save the Children and comprising technical advisers and MEAL staff will be set up to coordinate and validate the different stages of the study. The technical advisers will ensure the compliance of the research activities and the relevance of the data collected for their respective fields. They will be involved in all stages of the process to provide the necessary support to the consultants. The in country lead will convene meetings between the SC team, key partners and the team of consultants. SC will have to adopt/agree on a work plan for the duration of the study.

Consultant responsibility

The facilitation and/or research will be conducted by a consultant who will be in charge of operationalizing Save the Children's guidance as per the specific areas of delivery – including, developing the dashboards, undertaking in depth research, preparing the workshops, facilitating the workshop, documenting the analysis and completing the templates and full CRSA report for sign off by Save the Children in Turkey.
