Background:
SCI has been in Turkey in response to the Syrian humanitarian crisis since 2013. The CO has been responding to humanitarian needs in Syria through various implementing partners as well as in Turkey.
Since 2015, SCI’s Turkey operations have strong focused on three programming areas: a) Child Protection, b) Education and c) Livelihoods. Starting from the beginning of 2017, all of these programs are entirely being implemented through partners. SCI currently has 4 implementing partners and continues to identify other possible partnerships *implementing, networking and strategic).
SCI would like to work jointly with the partner organizations in developing joint vision, principles and approaches to guide the partnership and its future aspirations. SCI Turkey is looking for 2-3 years’ medium term strategy that would inform partner-SCI Turkey Strategy in the forthcoming period.
Mission’s Overall Objective:
To enhance SCI’s and partner’s ability in Turkey to support refugees and affected host community populations in Turkey by developing a comprehensive Partnership Strategy and best practices.
Specific objectives:
To review SCI Turkey current and previous partnership practices (i.e. partner engagement process – how partnerships are formed, what processes are partners involved in; SCI and partner perceptions of ‘partner’ and partnership’; how and who is involved in managing partners along the partnership cycle, tools used, etc.)
To assess the extent to which SCI Turkey strategies for partnering with civil society organisations are actually contributing to institutional change and progress towards SCI Turkey breakthroughs.
To submit draft partnership overarching strategy for the SCI Turkey SMT approval, which identifies the best possible ways to strengthen, enhance and expand the partnership between SCI Turkey/ and civil society organizations.
Key deliverables:
Detailed methodology and action plan prior to arrival to country.
Partnership Strategy Workshop with key partners and SCI
Partnership strategy document.
Methodology:
Review of the documents such as Partnership Satisfaction Survey Report, Lessons Learned Meeting Report for UNHCR and Johnson and Johnson projects (2 days)
Prepare and facilitate partnership workshop (5 days (2 days for preparation and recap)).
Write up of deliverables (5 days)
The consultants should have the following experience and skills:
- Graduate Degree in the area of relevant social studies
- Minimum 10 years of international working experience in partnerships and working with civil society organisations.
- Excellent facilitation skills
- Strong and demonstrated field experience with operational perspective of complex emergencies and programming in conflict-affected areas, ideally through partners.
- Previous experience in evaluation of applied partnerships with civil society organisations.
- Knowledge and experience of working in diverse environments over complex issues
- Understanding of the Syria Response, Turkey, and practical work experience in Middle East is preferable.
- Excellent oral and written English communication skills. Excellent English writing skills.
- Participatory and interactive approach to the consultancy work.
- Demonstrated effective interpersonal skills.
- The capacity to effectively communicate in a group through interpreters.
