TERMS OF REFERENCE
UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.
Consultancy – GBV Training Consultant
Gaza
BACKGROUND
The UNRWA Community Mental Health Programme (CMHP) is seeking a consultant to strengthen its counselling interventions for women experiencing gender-based violence. The consultant will work closely with the CMHP manager and staff to develop an intervention approach and training materials based on GBV best practices and professional standards to facilitate the capacity of CMHP counsellors to support women both individually and within their family context.
Description of Duties and ResponsibilitieS
· Working closely with CMHP staff, develop a culturally-sensitive intervention approach for CMHP counsellors to support women experiencing GBV. This approach should have a strong focus on family-centred interventions;
· Identify relevant knowledge and skills required by counsellors to provide these services in a safe and confidential atmosphere to women experiencing emotional and psychological consequences related to GBV;
· Develop and implement a training of trainers (ToT) package in order that CMHP may roll out the intervention using its existing supervision team;
· Identify lessons learned and provide recommendations that may enhance the roll out of the training to CMHP counsellors.
minimum Qualifications and Experience
● An advanced university degree from an accredited educational institution in a relevant field;
● A minimum of six years of relevant professional experience in developing and training GBV-related counselling interventions;
● Fluency in spoken and written English.
COMPETENCIES
· Background in counselling with thorough understanding of best practices and strategies in developing GBV services for women;
· Proven experience in conducting training needs analyses and capacity-building initiatives including development of adult learning materials and ToT packages;
· Strong interpersonal and organizational skills, ability to work within different cultural environments and teams;
· Strong interpersonal and communication skills in a multi-cultural setting;
· Ability to work effectively with minimal supervision.
dESIRABLE QUALIFICATIONS
● Previous experience with UNRWA or other UN Agencies;
● Fluency in spoken and written Arabic;
● Previous experience working in the Middle East.
CONDITIONS OF SERVICE
· The duration of the consultancy is up to 2 months;
· The expected start date will be 26 February 2018;
· Consultant will be based in Gaza;
· Remuneration for this consultancy will depend on the qualifications and experience of the consultant.
