Position:Finance Officer
Location:Gaziantep, Turkey
Reports to:Country Finance Manager/Deputy Finance Manager
Duration:6 months (renewable dependent on funding and performance)

Position Summary:
Under the direct supervision of the Country Finance Manager/Deputy Finance Manager, the primary responsibility of the Finance Officer is to ensure overall accurate accounting and reporting process with a special focus on compliance with the Turkish accountancy, Tax and SGK legislation in Turkey
Position Duties and Responsibilities:
- Oversight of accounting procedures and accountability:
· Ensure proper accounting procedures and principles are followed
· Ensure project allocations are accurate
· Ensure proper usage of Balance sheet accounts with regular monthly follow up· Contribute to capacity building and sharing of knowledge within finance department
2.Closely cooperate with HR department and external Payroll company on Payroll procedures
· Cooperate with HR department on HR data input for the Payroll
· Review and verify HR data, add finance data and pass files to external Payroll company
· Review, verify and approve data received from Payroll company
· Lead final payment of Payroll based on complete set of backup documents
· Ensure Gov duties are paid on time
· Ensure severance calculations are done on monthly basis · Follows up on timely employee application to Social Security Office and Ministry of Labor with HR
3.Lead and facilitate cooperation with external Accountant on monthly Accounting/Tax reports
· Facilitate monthly review of vouchers with external accountant and provide all necessary inputs
· Review, verify and approve data received from external accountant for legal books monthly (yevmiye-general ledgers)
· Ensure following monthly, bi-monthly and annual reports are prepared and regularly reconciled: trial balance, financial statements, year-end financial statements, quarterly reports, severance reports, cash transfers declarations, project based Cash resource and expenditure reporting, fixed Asset Ledger, Monthly Income Withholding Tax Returns, Stamp Tax Returns, social security returns and yearly EK8 report finance part.
· Ensure all Gov duties are accounted for and paid on time
- Liaise with the Turkish authorities and other relevant parties in finance matters to make sure RI Turkey operations are compliant with the Turkish legislation.
5.Performs any other tasks as requested by the Finance Manager/Deputy Finance Manager
- As this is an Emergency Response programme, at times there will be the requirement to work additional hours and perform other tasks not detailed in this job description
Qualifications & Requirements:
- Professional background: minimum 3 years of experience in Finance sector
- Formal Education: Educated to Bachelor’s level in related field such as Accounting, Finance, Business Administration, or other educational background combined with relevant professional experience.
- Essential skills:
· Native Turkish speaker, fluent in English
· Proficiency in Microsoft Office package, especially Excel and Word
· Experience of working with multiple stakeholders, including local government and taxation authorities · Strong communication, interpersonal and analytical skill
- Desired skills:
· Certified CPA
· Previous experience in an international INGO
· Previous QuickBooks experience · Arabic speaker
