General Description of the Programme
GOAL - an International Humanitarian Organisation, is an international emergency and development NGO dedicated to alleviating the suffering of the poorest and most vulnerable. GOAL was established in 1977 and is currently operational in 13 countries world-wide.
GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and is contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.
Job Purpose:
Reporting to the Grants & Communications Coordinator, and working closely with Programme Coordinators; Monitoring, Evaluation, Accountability and Learning (MEAL) and Systems Departments (Finance, Compliance, Logistics, Security etc.), as well as partner staff, the Grants Manager is responsible for the effective management of all grants. This involves supporting the Grants & Communications Coordinator in proposal development and design, effectively coordinating the development and submission of all donor related reports with both relevant partner and GOAL staff and organising and facilitating grants management meetings. The Grants Manager will also ensure proper filing of all grants related documents and of regularly updating the organisation’s grants tracker.
Grant Management
- Manage all donor reporting processes through the coordination and drafting of high quality donor reports (Bi-weekly, monthly, quarterly, interim, annual and final) for the GOAL Syria Emergencies, WASH and Food Security grant portfolio, ensuring compliance with GOAL and donor requirements and timely submission to donors
- Provide support to the Technical Coordinators as requested on issues relating to the management of emergency and food security related grants
- Organise, facilitate and ensure that regular grant management meetings are held, including scheduling, documentation provision, recording and dissemination of action points and minutes are disseminated, and action points followed upon.
- Develop grants related inductions for existing and new GOAL staff.
Support the Grants and Communications Coordinator to develop grants overviews documents outlining the programmatic objectives, activities, indicators and targets as well as key information and developments that pertain to finance, logistics, procurement, HR, MEAL support functions.
Provide monthly updates on the status of all grants under his/her remit including the provision of proposals and reports to management teams (by updating the grants tracker and the reporting tracker).
Systemize the development of donor reports through the creation of documents that outline the personnel, monitoring reports and timelines required.
Support the Grants and Communications Coordinator to develop databases for tracking data submitted to donors
Proposal development
- Working closely with the Grants and Communications Coordinator, support the development of concepts and proposals which fit within GOAL Syria’s strategic objectives, secure input from other departments and contribute to new programme development
- Review GOAL Syria’s partner proposals and budgets when requested, providing constructive feedback
External representation and Information Management
- Attend relevant coordination meetings, as delegated by the ACDP/DHoP/Programmes Coordinators, representing GOAL and providing updates and flagging key issues of concern
- Distribute and share with relevant staff copies of all grant documentation (grant proposals, reports, budget etc.). Ensure comprehensive grant files are maintained up to date and are available for use. Respond to ad-hoc requests from GOAL team, HQ, donors, and other stakeholders for information on the GOAL Syria programme
Gender and Protection
- Work with the Mainstreaming Manager to ensure effective consideration and mainstreaming of Protection, Child Protection and Gender through all stages of programme design and implementation, working in close coordination with Technical Coordinators, Dublin-based Advisors and other agencies operational in GOAL’s area of intervention.
- Ensure that all GOAL mainstreaming policies are incorporated in all proposals and activities
And, any other duties as outlined by the line manager or Assistant Country Director Programmes.
Person specification
- Bachelor’s degree in subject relevant to position (social science, business economics, information management, project management, etc.), or commensurate experience.
- 3-5 years working in the NGO or similar sector, experience of working in Syria/for Syria related programmes preferred
- Knowledge of donor mechanisms such as USAID, DFID and ECHO; with knowledge of donor compliance advantageous
- Experience in grant reporting or other reporting to donors
- Experience in filing and database management
- Excellent interpersonal skills with the ability to interact well with people of all backgrounds
- Fluency in English, including English writing skills, Arabic a distinct advantage
- Proactive, independent, and solutions-focussed
- Good computer skills (Word, Excel, PowerPoint, Outlook, etc.)
- Enthusiastic and keen to work hard to achieve the objectives of the programme
