Badael is a non-governmental organization committed to strengthening civil society groups (CSG’s) and non-governmental organizations (NGOs) in Syria and turkey that are active or want to become active in peace building, human rights, nonviolence and advance the rights of Syrian refugees in Turkey.

About Al-Jumhuriya:

Al-Jumhuriya Collective is a civil society organization that works at the intersection of knowledge production, media coverage, and human development. The collective’s mission is to expand Syrian self-knowledge and the world’s knowledge of Syria, and to promote open debate, critical thinking, and progressive values.

The collective’s flagship project is the award-winning media platform, aljumhuriya.net, which produces in-depth coverage and analysis of Syria and the Middle East. Offline, the collective serves its mission through its annual seminars and publications, its unique capacity building program for aspiring journalists, and its advocacy and coalition building work in the independent media sector across the Arab world.

Summary:

The finance manager will be jointly appointed at the two organizations. She will divide her time at the ratio of 3/2 between Al-Jumhuriya and Badael, and she will report to the executive directors of the two organizations separately. In Al-Jumhuriya, the finance manager will oversee the creation of a financial system both in terms of overall policies and in terms of the daily operation of the organization: its budgeting, reporting, taxes, and payments. She will also train a more junior officer to handle data entry and arrange for his capacity building in accounting. In Badael, the finance manager will play a key role in the organization’s funding strategy and long-term financial security. She will supervise the finance and admin team, analysis financial performance, develop the current financial procedures to meet the needs of Badael and collaborate with the executive management team to develop budgets and report to donors

Job description :

· Execute all necessary financial accounting activities and checks, assuring complete and correct allocation of costs and time, ensure adherence to tax-related requirements/compliance and ensure that internal and external financial reporting complies with the relevant financial standards and regulations.

· Examine financial and legal documents to verify accuracy and adherence to financial regulations and acceptable financial principles.

· Build the annual budget, conduct budget revisions. and budget follow-up on regular basis.

· Analyze financial performance, and financial status of projects; present monthly budget vs actual to the management.

· Prepare the year-end financial accounts for audit and to liaise with the auditors prior to sign-off

· Develop financial policy and procedures and build a comprehensive financial and accounting system.

· Recommend a financial software and to train finance team on using it.

· Support and give guidance to project officers/managers in providing accurate and timely financial data according to regulations and high stander.

· Collaborate with management on development and execution of funding strategy.

· Ensure that compliance mechanisms with donors' requirement / policies are in place and follow up accordingly.

· When relevant, liaise with financial staff in partner organizations as well as in donors' organizations.

· Review and approve financial reports submitted by partners organization and Provide financial training and guidance to their members when needed.

Qualification :

· A minimum of 5 years working experience in a similar position

· Bachelor’s Degree in Finance, Accounting or related field required (MA in Finance or MBA preferred)

· Experience of working in the NGO sector is a must.

· Knowledge in EU funded projects, financial and procurement procedures.

· strong ability to use initiative, prioritize, multi-task, and work well under pressure to meet deadlines

· Clear and systematic thinking that demonstrates good judgment and problem-solving competencies

· Well organized and structured

· Be able to train more junior staff in the basics of finance and accounting.

· Excellent verbal and written communication in Arabic and English

· Knowledge in HR management is preferred.

Duration note : March 2018-March 2019 (open to renewal)
