Dünya Doktorları Dernegi (DDD) is a humanitarian, impartial and independent non-governmental organisation based in Turkey, facilitating access to health care to populations affected by armed conflicts, internal violence, natural disasters, disease, famine, poverty or exclusion. It seeks to stimulate and enlist voluntary commitment from medical and health care providers, and those with expertise in other fields.

DDD in Turkey, in collaboration with different partners, is running projects aiming at facilitating access and orienting beneficiaries to primary and secondary level of health care services, providing Mental Health & Psychosocial Support and Physiotherapy & Rehabilitation services to the refugees and migrants in Turkey.

Mission

Since the beginning of the Syrian and Iraqi crises, a massive influx of external population movements have taken place through the Turkish border into inside Turkey. Over 3 million refugees, migrants & asylum seekers are currently hosted in Turkey which led to an increasing demand for health services and put a serious burden on the system. A need arose for permanent health facilities to provide services; and hence improve access to the services to a large number of refugees and migrants.

In this context, Dünya Doktorları Derneği’s intervention aims at assisting the local public health system in providing and improving access to health and health related services to vulnerable populations among refugees and migrants in Turkey, specifically in Hatay, Izmir and Istanbul provinces.

In the framework of this intervention, DDD is recruiting a Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator, to be based in Istanbul and to support the projects in the Country.

Hierarchical & Functional links

The MEAL Coordinator will report to the Technical Coordination and will work in close collaboration with the Technical teams with the Field Coordinators. He/she will supervise the work of the MEAL and Grant departments and will maintain functional links with other members of the coordination team (Deputy General Coordinator, Finance and Communication).

Responsibilities:

Monitoring, Evaluation, Accountability and Learning

1. MEAL System development and implementation

  • In collaboration with operation and technical units, develop and implement the M&E plan;
  • Oversee the timely development and implementation of the monitoring framework and tools, ensuring that qualitative and consistent information is available on program performance and impact.

Data management/monitoring

  • Ensure that data reported by the operation and technical units meets the standards of data quality i.e. reliability, accuracy, timeliness, completeness and integrity;
  • Ensure that information reported by the field (DDD and partners) meets MEAL and donors requirements, enhancing standard indicators method of calculation for the mission;
  • Follow up the mission collection, analysis and interpretation of data, proposing re-adjustments when needed;
  • Act as the technical referent at mission level for the use of data collection system (Monitool) and other systems, provision of guidelines and on-the-job capacity building on data collection duties.

Accountability

  • Develop an accountability strategy and supervise its implementation at program level;
  • Contribute to the development of the complaint guidelines and tools of the mission;
  • Ensure the overall implementation of feedback and complaint mechanisms, including DDD internal policies.

Evaluation and Learning

  • Coordinate the production/commissioning of evaluations, reviews, surveys, assessments or special studies focusing on the overall performance programs;
  • Produce M&E reports containing summary data, reviewing overall performance against targets and making overall recommendations, including best practices identified and lessons learnt;
  • Support the project team and partners in extracting lessons learnt and good practices;
  • Monitor and ensure that a management response to the findings and recommendations of evaluations is completed, recorded, and applied.

2. Grant Management and Supervision

  • Provide technical supervision at DDD level in terms of donor compliance and grant management;
  • Support in the design and production of donors’ reports and proposals, in collaboration with operations, finance and technical units;
  • Ensure systematic adherence to donors’ guidelines, compliance and strategic orientations;
  • Ensure consistency, quality and coherence between narrative and budget proposals in coordination with Finance Coordinator of the mission;
  • Contribute to the design, in collaboration with Deputy GenCo & Operation Co, and develop the Grant Plan of the mission;
  • Contribute to update and validate the information sharing with donors (updates on programs, partnerships etc.);
  • Support in the production of partnership agreements, supervising the compliance between financial and technical aspects;

3. Internal Reporting and Communication

  • Support the implementation of DDD and donors’ visibility policy and act as a referent when required;
  • Produce and properly disseminate any internal report (SitRep and others);
  • Ensure proper filing of all project documentation of the mission;
  • Provide a mission report and/or handover document at the end of your contract.

4. Team management

  • Coordinate and supervise the MEAL and Grants dept. team members, defining with them their action plan and deadlines, and supporting in conflict resolutions;
  • Support the personal and professional evolution of the team members, as well as their development within the mission;
  • Ensure respect and application of the Internal regulation, supporting the HR Department to define/adjust the rules taking into account the feedbacks from the team;
  • Contribute to the recruitment and capacity building of team members, proposing relevant adaptations to the organisational chart of the mission, in collaboration with the line manager.

5. Other tasks related to the position

  • Represent the Organization with other NGOs, donors, local and national institutions and other parties when requested, enhancing good relationships and positive collaborations with all stakeholders;
  • Participate in the development of DDD strategic directions;
  • Perform any other duties related with his/her positions that DDD Management may require.

NB: considering the purpose and values of the organisation, DDD requests to its employee complete flexibility in term of duties and commitment, as their job description can be adjusted throughout the year according to needs and priorities.

Expected profile

Educational background

  • Minimum of a Bachelor degree in social sciences, international development, evaluation research, statistics, or related fields;

Professional experience

  • At least 5 years of professional experience, including 2 years in management/supervision positions;
  • Previous involvement in the humanitarian sector, as well experience in Turkey and Middle East contexts, will be an asset;
  • Demonstrated experience in the development of monitoring and reporting tools;
  • Proven experience in proposal writing, especially with EU and UN agencies;
  • Experience in project research and development.

Skills and qualities required

  • Capacity to successfully promote quality improvement projects and evidence based practice;
  • Proven analytical and problem solving capacities, as well as good synthesis and reporting skills;
  • Ability to work independently and with tight deadlines;
  • Flexibility and capacity of adaptation to complex and changing contexts;
  • Excellent communication and interpersonal skills, team spirit and ability to establish effective relationships with people of different nationalities and backgrounds.
  • Willing to learn new skills, new method of work and new approach of team management.
  • Especially comfortable with MS Pack Office and IT in general;

Languages

  • Excellent command of English is a must (oral and written);
  • Turkish, Arabic, French is an added value
