Duties and responsibilities:
Under supervision of the Program manager, the Program Officer will perform the following duties:
General Functions:
- Develop project concept notes based on the needs assessment and data collected from the field including project objectives/outcomes/deliverables, implementation, methods, timetable, staff, budget, international implementation standards.
- Working closely with the program Manager to ensure communicating the required data for prompt and accurate narrative and financial reporting in accordance with donor templates and needs.
- Manage the Implementation of educational projects in Syria according to solid plans.
- Collect information and prepare answers to support program manager response to enquiries raised by the donors and Emissa management concerning the projects.
- Promote a productive work environment respectful of the Code of Conduct with zero tolerance for verbal and physical abuse or discrimination against other persons on the grounds of race, religion, color, sex or creed.
- Manage reports and necessary documentation.
- Representation of Emissa in relevant coordination mechanisms if needed.
- Support in compiling donor reports when and if needed.
- Conduct a project evaluation review to assess how well the project was managed.
- Fill OCA forms (Organization Capacity Assessment), 4W’s matrix & 3W’s matrix, Rapid Assessment Tool.
Direct supervision: (field remotely work):
- Together with field coordinator develop a schedule & workplan for each school.
- Assist in regular data collection, analysis, in schools.
- Ensure programming is on track reporting daily with field coordinators on important issues that require supervisor feedback and decision making.
- Support to technically monitor project activities in the field.
- Contribute to a positive working environment by being accessible and available to team members and to representing their professional and personal concerns to the program manager.
- Delivery of the donor’s support of the program’s projects and activities to local beneficiaries on time and within budget.
- Maintenance of highly positive relationships between the organization and the Syrian stakeholders to the program and the funding partners.
- Development of strategies and projects that ensure sustainability of services for the targeted communities.

Education:
- Bachelor or equivalent degree in social or development related studies, community development, or business administration.
Qualifications:
Applicants should have the following qualifications:
- At least 2 years of professional experience in relevant fields.
- Line management and staff management experience.
- At least 2 years of experience in humanitarian work.
- Very good knowledge of accounting principles and budgets design.
- Demonstrated capability in developing projects’ plans.
- Very good knowledge of logistics and procurement standard procedures.
- Strong oral and written communication skills.
- Excellent command of Microsoft Office Applications, particularly Excel.
- Fluent in English and Arabic languages.
- Able to develop strong relationships and represent organization/program.
- Strong report writing and documentation skills.
Personality:
- Strong believer in human rights and values of justice.
- High ability to work with grassroots groups.
