The scope of Work :
As part of the Syria Response program, QRC seeks a Secondary Health Care Coordinator to provide managerial and technical expertise, knowledge for a Secondary healthcare program. Also, to reduce morbidity and mortality in vulnerable displaced and host populations through the provision of emergency healthcare, and maternal, child health and traumatic services as well.
Duties & Responsibilities :
( Strategic )
- Promote and use the QRC intranet and other operating procedures, ensure that all standardized formats are used and guidelines are followed**.**
- Contribute to development and implementation of an appropriate and effective health strategy including proactive planning for the responsible exit in consultation with country health advisor, project coordinator, other health staff and field managers.
- Develop new proposals, linked to the assessed needs and gaps and the QRC country strategy, in conjunction with the relevant field coordinators and the head of health programs.
( Operational )
- Financial Management:
Manage the health budget for the assigned project(s) and ensure all expenses are according to budget and meet the QRC standards ram. Logistics:
· Ensure timely procurement of medicine, equipment, and nutrition supplies for delivery of the project. Liaise, as necessary, with the health, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly
Management :
· Promote and use the QRC intranet and other operating procedures, ensure that all standardized formats are used and guidelines are followed.
· Ensure health projects are implemented in line with donor proposals and requirements and in accordance with QRC, donor, country and international standards i.e. Sphere and SH Core standards.
· Set clear objectives and indicators for health activities in collaboration with the Health teams and, where appropriate, with the local communities. Attend the Regular meeting of Health Technical working group in Turkey cluster that leads by WHO, UNICEF, UNFPA and other INGOs.
- People (Staff Management) :*
· Line-manage the hospital managers of the assigned projects, including day-to-day management, development, and training, appraisals, etc. It may also be necessary to line manage other healthcare project staff.
· Facilitate regular meetings to assist information sharing among project staff. Provide coaching and technical supervision to staff in order to develop ownership and full responsibility for health activities**.** * Education, Experience & Training : *
· Health Bachelor degree, or Master of Public Health/health sciences/ health management degree is an asset.
· At least 3 years of experience in health programs or humanitarian assistance programs.
· Experience in project implementation and support of emergency and relief programs.
· Previous experience with managing health programming (Reproductive Health, Maternal and Child health, NCD, health system and management) is strongly recommended
· Skilled in, and committed to, community participation/interaction
· Developing and writing proposals skills
· Proven financial, logistics and procurement management skills.
· Well-developed human resource management skills
· Proven commitment to humanitarian and accountability principals and knowledgeable of quality assurance system.
· Fluent in both Arabic and English.
· Strong verbal and written communications skills.
· Strong proficiency in Microsoft Office applications including Excel, Word, and PowerPoint.
· Knowledge and experience of primary & Secondary health care principles and management; clinical skills within a Health Care setting.
· Experience in training / mentoring / coaching staff; able to set clear objectives for staff and to delegate.
· Good numerical, report writing and administration skills; problem-solving ability.
· Team-player with good interpersonal skills; able to enforce procedures.
· Capacity to work under pressure and manage personal stress levels.
· Self-motivated, creative, open-minded, flexible, self-learner; passionate about serving the poor
Knowledge, Skills & Abilities Required 1. Familiarity with the Syrian conflictual context 2. Strong analytical skills 3. Arabic native speaker and fluent in English (speaking and reporting). 4. Team player. 5. Good communications skills (written & verbal). 6. Ability to work under pressure. 7. Ability to handle multi tasks at the same time.Advanced Computer skills & MS office.
