Turkey: Syria mission – Programme Coordinator - Turkey (Kilis / Gaziantep)

MISSION

SOLIDARITES INTERNATIONAL (SI) is operating in Syria since December 2012.

Currently SI supports the Internally Displaced populations, and in a wider manner, the most vulnerable population in Aleppo Governorate by focusing on Livelihood issues

The main activities are:

  • Unconditional cash grants
  • Veterinarian mobile clinic
  • Distribution of agricultural inputs (seeds of wheat, barley and lentil and fertilizer)
  • Distribution of 300 sheep
  • Distribution of poultry

RESPONSIBILITIES

The program coordinator contributes to the development of SI strategy by proposing sector-based strategies for the whole activities (wash, food security & livelihood sectors)

He/she specifically the guarantor of the quality and suitability of proposed technical approaches and ensures the appropriateness between SI’s activities and general objectives and needs of the population.

He/she coordinates the project cycle and more particularly the operational monitoring of programs implemented in the intervention country.

He/she contributes to the capitalization process and the improvement of Solidarités International methods and techniques.

Objectives:

The Program coordinator will come to reinforce the mission and to support definition of the strategy, program development and proposal writing.

The Program coordinator will be in charge of the assessment of the needs and the humanitarian access, to design program in accordance with these key challenges and take an active part in the proposal writing.

The Program coordinator will support the Program Manager (PM) in the implementation of the project, its adjustments, the monitoring and the reporting.

In close link with the Head of Mission (HoM) and the PM, the Program coordinator will be in charge of representing SI in external coordination mechanisms to ensure SI visibility and development and to ensure smooth coordination with other actors

One of the main challenges of the context is to ensure the quality of the programs in an extremely volatile security context, while staying in line with SI’s values and mandate.

Specific tasks of the positions:

  • To support the HoM in developing the program in line with the strategy
  • To support the PM in developing and improving the remote management processes and the intervention strategy.
  • To support the PM and the HoM in designing programs in accordance with the humanitarian needs and access

PROFILE

Experience:

  • Masters’ degree in humanitarian project management, degree or experience in food security or wash sector is an asset
  • 3 years of professional humanitarian experience, notably in emergency and volatile context
  • Minimum of 2 years of experience developing and managing sustainable relief programs with demonstrated skills in strategic planning, assessment, program design and development, monitoring and evaluation.
  • Experience of remote project management would be a plus

Skills:

  • Excellent communication, organizational and prioritization skills
  • Strong team management abilities and capacities to provide distance technical support/supervision
  • Significant experience of building and supervising diverse teams of expatriate and national staff and interest in capacity building.
  • Significant knowledge and experience of grant writing and management for major institutional donors, including: ECHO, DFID, CDC, UN Agencies, etc.
  • Good stress management and used to work in political and security volatile environments

Language:

  • Fluent English (written, spoken and read), essential for numerous external coordination and representation meetings with other NGOs, UN agencies, donors and governmental bodies.
  • Knowledge of Arabic and/ is a real asset

CONDITIONS

Salaried post: According to experience from 2000 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 700 USD. Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
