The programme “***Qudra*** - Resilience for Syrian refugees, IDPs and Host communities in Response to the Syrian and Iraqi Crises” is a regional action that seeks to strengthen the resilience of Syrian refugees, IDPs and host communities in response to the Syrian and Iraqi crises in five areas or modules (Specific Objectives, SO). Qudra is commissioned and financed by the EU Regional Madad Trust Fund and the German Federal Ministry for Economic Cooperation and Development

The Programme has a duration period from June 2016 – June 2019. It is implemented in Jordan, Lebanon, North Iraq (Kurdistan Region of Iraq), and Turkey by a group of European Member States Agencies, led by GIZ, the Spanish Organisation AECID, and Expertise France (EF). It covers five specific objectives (SO); Education Infrastructure (SO1); Skills Development (SO2); Social Cohesion (SO3); Supporting Local Administration (SO4); Facilitating Dialogue and Dissemination (SO5). The specific objectives and implementing partners vary across the countries.

In Turkey, Expertise France implements part of the SO3 related to Social Cohesion. The Specific Objective is to foster social cohesion between Syrian refugees and their host communities. It will be achieved through assisting local structures in strengthening their outreach services and bringing Turkish communities and Syrian refugees closer together through a variety of joint activities. Building social cohesion between host and refugee communities comes at the very heart of the proposed action.

Activities will seek to develop and strengthen social stability between refugees and local populations through the support of already existing community centers delivering several types of services (informal education, technical training, cultural dialogue, psycho-social activities ...) in refugee concentration areas (southern Turkey and around Istanbul) and Public Education Centres.

The position is based in Ankara. The Program Manager will be supported by two project officers covering activities in South-East and North-West Turkey, one Monitoring and Evaluation manager and one administrative and financial officer. Short-term experts can support him or her. He or she will be responsible for the management and animation of the team and for operational and institutional coordination with stakeholders and implementing partners (EU implementing agencies, ministries, European Union Delegation…).

He or she will also support the country director in creating synergies between the different projects implemented by Expertise France in the region.

Under the supervision of the country director, the Programme Manager is responsible for the implementation and follow-up of the programme in Turkey. He / she is more particularly responsible for:

· planning and designing the programme and proactively monitoring its progress, resolving issues and initiating appropriate corrective action

· providing technical support to our partners in the implementation of the activities

· initiating extra activities and other management interventions wherever gaps in the programme are identified or issues arise

· reporting the progress of the programme at regular intervals to the stakeholders and country director

· managing the programme's budget, monitoring expenditure and costs against delivered and realised benefits as the programme progresse

· managing communications with all stakeholders and implementing partners

· managing the animation of the team and strengthen their capacities

· ensuring effective quality assurance and the overall integrity of the programme

· managing risks to the programme's successful outcome

The position will require to work constructively and to build relationships with key education actors (MoFSP, MoNE, Provinces) and other stakeholders (political partners and sectoral line ministries, GIZ, other international and local actors).

This position requires traveling in different provinces and is highly flexible and responsive.

Qualifications :

· Advanced degree in Development policies, Political Sciences, Education, Education Policy or Social Sciences ;

  • Excellent knowledge of development policies and international relations;

· knowledge of the country is an asset as well as targeted thematic (stability, social cohesion, education) ;

· Excellent interpersonal, communication, public speaking, and strategic planning skills required;

· Excellent written and spoke English skills. Turkish is an asset; French is an asset;

· Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently

Expérience professionnelle :

· A minimum of 10 years professional experience leading, managing and implementing education or social cohesion programmes, preferably involving services for refugees;

· Knowledge of Project Management Cycle

· Experience working in international donor-funded projects

· Work experience in the Middle East, with strong preference given to candidates with experience related to the Syria response;
