We are looking for a highly qualified Evaluator of livelihood support activities consultant for our program in Turkey.

About the Job

The objective of this evaluation is to follow up with 150 former recipients of the productive assets support (PAS) and business incubator (BI) services programs 12 to 24 months after they received DRC support to assess how these interventions have contributed to achieving the intended purpose addressing the economic needs of these beneficiaries. This will allow to achieve the main objective of this study which is to evaluate the relevance, effectiveness, efficiency, and sustainability of interventions. The DRC livelihoods program will use the findings of this research to updated current strategies and design more effective future strategies of intervention.

Duration of the assignment

25 working days, starting from 02 May 2018 (if possible 2 weeks before this date)

Duties and Responsibilities

DRC Turkey intends to bring in an external evaluator for 25 days to assess if the PAS and the BI activities implemented by DRC in 2016/17 in Hatay, Kilis, and Urfa to support refugees and vulnerable host community livelihoods are relevant, effective, cost-efficient, and sustainable interventions in reducing economic vulnerability of beneficiaries in long term displacement.

Specifically, the evaluation will provide answers to the following research questions:

  1. Was the business support activity relevant and effective to tackle the problem (lack of income – lack of economic self-reliance) in the long term?

  2. What were the most profitable and cost-efficient businesses supported?

  3. Did the business support activity provide sustainable solutions (impact) to the problem?

The consultant will be responsible for completing the following tasks deliver the following outputs:

· The first 5 days of the consultancy will be dedicated to the preparation of data collection tools and research methodology after reviewing existing monitoring data and meeting relevant DRC staff. Additionally, the consultant will submit the inception report.

· Following the approval of these tools and the research plan, the evaluator with the support of DRC field staff will contact former beneficiaries of the PAS and BI (approximately 150 beneficiaries) activities and will meet them in DRC livelihood and business incubator centers in order to conduct face to face interviews and FGDs for gathering information/data (quantitative and qualitative). This data collection is intended to take 15 days of field work.

· Following the conclusion of the data collection there will be 5 days to finalize the data analysis and the final report preparation and revision. The consultant will deliver 10 pages report answering the research questions and proposing recommendations for livelihood programming.

About you

Required qualifications

· At least 7 years of professional experience in Livelihood sector with NGOs.

· You must have Bachelor’s degree or higher in business administration, and/or economics.

· Professional experience in evaluation work, and demonstrated experience in results compilation;

· Solid understanding of social, economic and political conditions in Turkey and in the region.

· Solid knowledge of economic, social and financial analysis.

· Very strong knowledge of livelihood interventions to support entrepreneurship.

· Capacity to work independently

· Ability to engage with a wide range of actors operating in different sectors and environments

· Strong initiative and self-motivation, with a commitment to teamwork and humanitarian principles

· Fluency in Arabic and English both written and verbal. Turkish language is an asset.
