1 Background and context
Since January 2013, Caritas Luxembourg and their partner SARD in Syria are implementing humanitarian response project in the area of North-West Syria. The national partner SARD registered formally in Turkey in October 2016.
The consortium FCL/SARD has a base in Antakya, for its cross-border coordination from Turkey to the North-West of Syria, and a base in Sarmada (10 kilometres south of the border post of Bab-el-Hawa, inside Syria) with a field kitchen (capacity of up to 12,000 meals per day), a mobile kitchen (2,500 meals daily), an office and two warehouses, in order to manage distributions and monitoring.
A team of 80 staff based on the Syrian side of the border, of Syrian nationality, is implementing the projects. The FCL Syrian staffs based in Antakya manages, monitors, organises, and reports on-going activities in coordination with the 4 international experts and the FCL desk office at Headquarters.
2 Purpose and objective of the mission
2.1 Purpose of the mission
The purpose of the mission is to support and develop the existing M&E section, including reviewing the monitoring and evaluation framework of the FCL/SARD projects, and its implementation in the light of the 2018 projects, to ensure that project commitments are meet.
2.2 Objectives of the consultancy
The overall objective of the mission is to revise of the monitoring and evaluation framework of the FCL/SARD projects, and its implementation procedures to ensure that project commitments are meet. The specific objectives are:
o To revise and update the M&E framework for 2018 (From April 2018 to March 2019);
o To revise/ adapt M&E tools and mechanism based on the existing one (from data collection methods to data acquisition and necessary training of enumerators);
o To provide concrete recommendations and support to the M&E section to improve its implementation
3 Methodology and implementation strategy
The consultant will include a description of the preferred methodology in the proposal.
It is expected that the implementation strategy will include, as least but not limited to:
o Desk review of the FCL/SARD strategy and proposal-projects from 2018/2019
o Review of the current FCL/SARD M&E Framework (developed for 2017 projects) and tools used to implement the framework (assessments, technical reviews; PDM, beneficiary satisfaction or complains, Accountability… )
o Propose a revised M&E framework for 2018/2019 with tolls to be used to achieve the objectives of the framework.).
o The use of participatory approaches and feedback from the SARD team members (M&E and Operations)
o To liaise closely with FCL and /SARD partner staff in Turkey and HQ.
4 Assignment tasks
This assignment is expected to take place in two steps, step 2 being dependent of the result of step1. During the first phase, the Consultant is expected to:
Work in close coordination with FCL/SARD focal point;
Undertake a desk review of the FCL/SARD program /M&E from 2017 – ongoing activities and get acquainted with the 2018/2019 projects and strategic planning.
Undertake a critical review of the on-going M&E tools and mechanism used across sectors
Propose an adapted M&E framework with necessary adjustment of implementation tools, aiming at aligning the methodology across sectors
Present the preliminary findings of the assignment on a ½ day workshop organized in FCL/SARD office in Antakya.
Provide technical recommendation and guidance to improve the M&E section (framework, tools, reporting system)
Provide a final report including an implementation plan and capacity transfer through a 3 days workshop/training with M&E and operation staff in Antakya.
Upon acceptance of the phase 1 by FCL and SARD, the Consultant will then be expected to:
Implement the M&E strategy from updating/developing the data collection tools, to data acquisition and data treatment
Perform analysis of quantitative and qualitative data, as requested by the scope of a range of humanitarian monitoring frameworks;
Produce graphics and summaries, generating draft reports and dashboards which give an overview of the results;
Support the development of necessary trainings of the enumerators,
Build the capacity and coach the M&E Section during the implementation
The time frame of the phase 2 will be decided after the 3 days workshop, it is expected to be a regular support to the M&E team.

5 Expected outputs/deliverables
There are 3 set of output expected for this assignment:
· A M&E framework adapted for 2018 program with the set of tools to implement that framework (including data collection methods, survey design, survey coding, data management).
· A report with the recommendation and suggestion for taking forward lessons learnt
· A capacity development plan for the M&E section.
The reports should be in English and no more than 15-20 pages (excluding annexes).
The report and all background documentation is the property of FCL/SARD.
o Produce final report including all comments from FCL/SARD and feedback from the workshop.
Qualifications required from the consultant
The assignment will be conducted by one professional (or a team) with the following experience and skills:
o Profile: International Consultant with proven M&E Experience
o Experience, knowledge and clear understanding of Syrian humanitarian context.
o Fluency in English with excellent writing skills;
o Relevant work experience in humanitarian relief;
o Relevant evaluation experience of humanitarian aid programmes, including the use of participatory evaluation methods with beneficiaries;
o Ability to work respectfully with national and international NGO partners.
o Proven experience in leading M&E operations;
o Advanced skills in qualitative data analysis;
o Advanced skills in data collection, visualization and quantitative analysis;
o Sound understanding of gender issues.
o No conflict of interest with the ongoing activities of FCL/SARD.
o Arabic speaking is desirable
