Under the line management of the Program Coordinator, MHPSS Programme Manager is in charge of the organization, implementation, follow up and evaluation of the MHPSS Department. He/she will support the definition, development and implementation of strategies and activities under his/her scope of work and sites. The MHPSS Manager should ensure these activities are designed, implemented and monitored in accordance with the IASC Guidelines for MHPSS in Emergencies and are consistent with IMC’s approach to MHPSS. The MHPSS Manager works closely with MHPSS Coordinator and MHPSS Technical Supervisor.
Key Responsibilities and Accountabilities:
Under the management of the Program Coordinator:
Project cycle management
Direct the implementation of project, following the different steps of the project cycle and in close collaboration with partners and local and national authorities
Lead the development of the annual/project planning and ensure indicators follow-up using M&E tools
Ensure appropriate monitoring tools are developed and implemented to measure the quality of impact of the activities conducted
Coordinate the activities with the project team and local partners
Organize the monthly project meeting to review activities and indicators progress
Represent the project/sector with local/national stakeholders
Prepare internal and external evaluations and implement the recommendations following those evaluations
Lead the reporting process by providing the inputs linked to his/her sector
Participate in external coordination meeting linked with his/her sector
When relevant, develop partnerships with local stakeholders (public and private) and support the networking process for all those stakeholders to create a trans-sectorial approach in link with her/his sector
Administrative and financial management
With the support of the operation team;
- Responsible for the annual budget programming and the follow up of the project expenses
- Establish the monthly spending plan
- Follow up on the expenditures and the respect of the procedures
- Analyze the differences in the budget between the projections and the spending, anticipate the evolution of the budget and suggest budgetary adjustment
- Participate to the logistical management of the project with the support of the logistics department
Contribute to the development of the financial reports for his/her sector in collaboration with the finance department, according to the deadlines set by the organization and the donors
Staff management
Ensure the management and follow-up of his/her team
Lead the recruitment of new staff members
Identify the technical and project management training needs of his/her team. When feasible, provide these trainings
Plan, prepare and facilitate team meetings
Ensure the efficient communication within the team
Ensure the technical framework of the project
Ensure the proper implementation of IMCs MHPSS strategy across the sites he/she is responsible for
To perform any other tasks or duties as assigned by the Supervisor
Knowledge and Experience:
- University degree in Social Science, International Relations, Law, Social Work/Psychology, or related field
- In possession of Turkish ID.
- Understanding of development or emergency response and context and at least 3 years’ experience in humanitarian work
- Strong understanding of MHPSS in development and emergency principles, IASC Guidelines and SPHERE Standards
- Familiarity with MHPSS, Protection, Child Protection and Gender Based Violence programming
- Extremely strong communication skills, with good understanding of relevant cross-cultural and sensitive issues
- Ability to engage with different stakeholders and build strong engagement of the teams and communities
- Excellent qualitative and quantitative reporting skills
- Ability to represent the organization and MHPSS program activities in an appropriate and positive manner
- Strong team management skills
- Development and monitoring of work plans and budgets
- Team management and support (e.g. team-building and positive motivation; conflict prevention and resolution; and capacity development plans and performance appraisals)
- Positive, respectful, and supportive attitude to promote collaborative and participatory approach
- Extremely strong problem-solving skills and innovation to address any gaps and challenges
- Demonstrated attention to detail and ability to produce timely and high quality of work
- Ability to follow procedures and meet deadlines
- Comfortable to both work independently and take initiative as well as cooperatively with team members
- Demonstrated high level of flexibility, responsiveness, and reliability
- Strong work-ethic and hard-working
- Ability to work under pressure and strong time management skills to meet both short-term and long-term objectives
- Strict adherence to humanitarian and Protection principles and standards, as well as organizational policies including Code of Conduct and Prevention of Sexual Exploitation and Abuse (SEA) and Child safeguarding.
- Good knowledge of Microsoft Office
- Language skills: Compulsory fluency in written and spoken Arabic and English. Turkish language skills would be a strong advantage
