Job Purpose:The Programme Coordinator will ensure the effective design, implementation and monitoring/evaluation of emergency food programmes. S/he will assist Concern in developing a strategy that will enable the organisation to assess food security needs and gaps in response, formulate appropriate immediate and long term solutions, develop and implement technically sound and need based programmes, and represent Concern at the relevant Food Security and Livelihoods meetings with authorities, UN agencies and NGOs.
Main Duties & Responsibilities:
Programme Implementation
· Ensure that the programmes are implemented according to approved proposals, budget and work plan to achieve agreed deliverables.
· Ensure the development and timely submission of program documents, including narrative reports, lessons learned, success stories, and beneficiary-related data.
· Supervise the identification of content of, procurement and distribution of food and voucher assistance based on assessed needs of vulnerable families and cluster recommendations.
· Ensure the timely delivery of food and vouchers to project sites and their distribution to eligible beneficiaries.
· Ensures donor expectations are met and programs are successfully implemented.
· Through strong planning and monitoring, identify potential obstacles to programmatic success in a timely fashion, and implement corrective actions as needed.
· Promote and use the 'Do-No-Harm' approach, which takes into consideration all aspects of peace-building and conflict mitigation strategies in the beneficiary communities.
· Ensure community participation in identifying, planning and implementing of the food and recovery programmes.
· Work with local partners and communities to select beneficiary households that meet programme criteria.
· Maintain and update an emergency preparedness/contingency plan
Monitoring and Evaluation
· Collect and analyse local market price data and respond effectively to any market distortions caused by Concern programming
· Maintain an effective monitoring and planning system, which informs reporting and project design.
· Ensure all aspects of distribution are managed according to Concern and donor regulations. This includes the creation of distribution plans and distribution monitoring plans that are in line with internal Concern procedures, budget and timeline.
· Ensure that adequate internal control systems are in place at all levels to ensure data integrity for both qualitative and quantitative reporting.
· Ensure that the monitoring framework within the programme is implemented, including baseline data, secondary data, reviews, end line surveys, donor reporting and internal/external evaluations.
· Develop strategies and plans for remote monitoring of food and voucher activities.
· Prepare all the necessary reports such as progress reports, annual reports and final reports for donors.
Programme Design and Development
· Support the development of project proposals/concept papers and their budgets.
· Respond to opportunities to expand programmes/impact.
· Participate and contribute in current and future planning and proposal writing initiatives.
Financial Management
· Ensure timely and accurate budgets and revisions for projects.
· Support the Programmes Director to manage the project budget and ensure expenditure is in line within agreed project plans and budget.
· Ensure that project expenditure is undertaken in line with finance policies and procedures, and that resources are optimally utilised.
· Manage budgets in close coordination with Finance and Programme staff to ensure spending is executed as appropriate.
Team Management
· Work with the team to ensure all activities are planned, prioritized, carried out and monitored in efficient and effective ways, with due consideration to gender and advocacy issues
· Ensure full compliance with security plans and protocols.
· Lead and manage assigned staff, contributing to their capacity building and career development.
· Coach all team members to ensure they fully understand outcomes which are expected of them, through Concern’s Performance Development Reviews system (PDR’s).
· Capacity building of national project staffs with updates on training materials and technical knowhow.
· Ensure team members are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the P4, security management, accountability etc. Contribute to the implementation of these policies.
Coordination and Leadership
· Participate proactively and contribute in coordination forums, working group and cluster meetings in coordination with AC and PD.
· Share information on Concern activities and intervention and promote good relations and collaboration with other actors working in the area.
· Coordinate with other programs in the region, and ensure that the Concern programmes are complementary with those other programmes, so that a greater number of vulnerable communities are reached overall, and communities are aware of the resources these different programs offer.

· Undertake any other relevant duties as may be assigned by the senior management.
PERSON SPECIFICATION
ESSENTIAL
Education, Qualifications & Experience Required:
§ Advanced degree required in rural development, agriculture, economics, social development or other relevant fields
§ At least 4 years' overseas experience in the management and coordination of complex emergency interventions.
§ Knowledge in designing and implementing appropriate and effective safety nets, including cash and/or food transfer programming.
§ Skills in technical proposal writing, designing and implementing food security and livelihood programmes.
§ Experience of large scale distribution including vouchers.
§ Excellent communication skills in English.
§ Good capacity in community mobilization and knowledge of participatory approaches.
§ A proven record of effective project and people management.
§ Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
§ Experience in report and proposal writing.
§ Good command of procurement regulations and practices.
§ Ability to work under pressure.
§ Commitment to Concern’s ethos and values.
§ Flexible, adaptable and patient.
§ Sound IT skills, including Word and Excel.
Desirable:
§ Arabic language skill.
§ Experience in remote management of humanitarian programmes.
§ Experience of Middle East.
§ Understanding and experience of the Humanitarian Accountability Partnership.
§ Previous experience of multi-sectoral response.
§ Experience of working in Consortia.
§ Proven influencing and negotiating skills with internal and external audiences, experience working in partnership with Governments would be an advantage.
§ Experience of working in Middle East (or elsewhere under similar conditions) would be an advantage.
§ Ability to train local staff and to motivate and develop skills of others.
