Role Purpose
This role will be responsible for ensuring that the Procurement and Logistics procedures and policies are on place and the staff is adhered to such to ensure transparency, compatibility, integrity and value for money with efficient and effective support to the field Office and Programs implemented in Syria Via Turkey Office. The Logistics Officer will ensure adherence to these policies and procedures in both emergency and development times.
KEY RESPONSIBILITIES
- Ensure the logistics and procurement policies and procedures are understood by the procurement team and program staff.
- Ensure proper documentation and tracking procedures are applied to all procurement
- Prepare the contracts in close coordination with program managers and with support of the Field Procurement Officer
- Supervise the logistics/ Procurement Officers in the field to ensure compliance of procurement procedures with the support of the Field Office Manager.
- Responsible for preparing the monthly procurement plan in close coordination with program managers, with technical advice from Logistics Coordinator / Manager.
- Ensures that the procurement and logistics policies and procedures, under donor’s guidelines, and are adhered to.
- Reviews the required documents for bidding including the PR, Bills of Quantities, General and
- Special Conditions, Terms of Payment, Scope of Works, etc. to ensure accuracy, completion and consistency of the information
- Apply SEMA anti-corruption/ fraud policy to all procurement requests, negotiations and contracts.
- Ensure confidentiality, integrity and Anti-Fraud policies and procedures are adhered to.
- Draft, in close coordination with the Finance Manager and Program Managers, various types of contracts and POs.
- Ensure procurement and warehouse trackers are up to date all the time and shared with concern staff on weekly basis.
- Logistics Officer should ensure that process is held according to the policies and procedures with confidentiality.
- File management is effective and records are available easily and in sequential manner.
- Any other tasks assigned by Line Manager.
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES
- Intermediate Institute or Bachelor degree in Business Administration, law, Social Sciences, or any other close field of specialization.
- Proven experience in the procurement and logistics is required and knowledge of the international, donor’s, procurement guidelines is preferable.
- Demonstrated at least 2-3 years of related experience and preferably in INGOs.
- Excellent communication skills, ability to work with minimum supervision and willingness to work in a team environment.
- Very Good knowledge of Microsoft Excel and Word are required.
- Experience in managing, directing, supporting, coaching and developing the staff capacity.
- Fluent in English is a must.
