Turkey: Humanitarian Programme Manager for Istanbul (TUR18.237)

The British Consulate General in Istanbul is part of a world-wide network representing British political, economic and consular interests overseas and is now looking to recruit a Humanitarian Programme Manager.

The role will require the person to lead on programme management for at least two NGO and/or UN humanitarian programmes and supporting wider DFID (Department for International Development) Syria humanitarian response through programming and policy.

Main responsibilities will include:

Effective delivery and overall management of two or more large complex NGO and/or UN programmes

• Lead on managing programme delivery, including taking ownership of the delivery plan and logframe and ensuring the programme delivers results and value for money;
• Draw on and generate learning during the programme cycle, adopting adaptive interventions where appropriate. Proactively seek solutions, including through applying lessons learnt and judgement;
• Ensure programmes adhere to DFID’s internal programme management procedures, rules and processes, and adheres to DFID best practice and relevant guidance;
• Utilise DFID systems and controls to plan, deliver and close programmes;
• Lead on financial management of programmes, assessing and monitoring the financial robustness of partner’s financial performance. Seek solutions to issues such as underspends; provide financial advice to partners, Senior Responsible Owner (SRO) and Lead Advisor;
• Responsible for overall management of the two NGO and/or UN programmes (or more), which includes leading on relationship management with implementing partners and coordinating between the SRO and Lead Advisor. In addition, supporting wider programme management team and other teams within DFID Syria;
• Proactively manage programme risk, working with the SRO, Lead Adviser and implementing partners on risk management to ensure these are being managed effectively;
• Lead on internal and external reviews of programmes, plus other routine and ad hoc information requests on partner’s activities.

Programme Management lead for North East Syria (NES) or other geographic areas

• Responsible for keeping an overview of information on DFID’s programmes in NES. Including maintaining information up to date on programme spend, activities and partners;
• Keeping abreast of current and upcoming issues. Maintain information on geographical areas on a regular basis. Working with colleagues across DFID Syria including UN/NGO programme hub, advisory, policy and finance teams;
• Build and maintain relationships with implementing partners and wider Syrian colleagues namely, working with other UK Government department colleagues and other sectors on Syria response.

Support to Programme Team, Humanitarian Team in Istanbul and wider Syria team objectives

• Provide programmatic support (lessons learning, engaging common approach on finance, risk management, fraud and due diligence) to Head of NGO and/or UN Programme Team and to the Humanitarian Team in Istanbul;
• Use networks and key contacts to support programme delivery decisions and influence policy;
• Provide wider programme support to the humanitarian advisors and SRO on policy and briefing content, working through practical/ operational implications;
• Work closely with London offices and field offices building understanding of each other’s work and influencing/advocating discussions – providing evidence to support policy decisions as and when required;
• Supporting wider Syrian network and Istanbul office. This includes building and maintaining a strong link with the CSSF programme manager to share lessons and look for opportunities for coherence and collaboration.
