1. Context:
WV is seeking a Protection expert to support WV North West Syria Protection team and its partner Syria Relief and Development in the implementation of the 12 months ECHO funded action - Integrated Health and Protection Assistance for the most vulnerable IDPs, returnees and host communities in North West Syria – IHPA.
The IHPA project delivers health and protection support to conflict-affected populations in Idlib governorate, North West of Syria. These project covers a wide range of Health programming through PHC and mobile health services alongside protection deliverables focusing on providing access to case management services for GBV survivors and women and girl at risk of GBV.
The scope of the consultancy is to support WV and its implementing partner’s Protection team to define, develop and deliver to the field teams all the necessary tools for the implementation and quality monitor of the action. Additionally, the consultant will work closely with WV Protection Technical Lead to define capacity building initiative needed for WV Syria and its partners. The consultancy period of 4 months will be split to support the project at different stages of its implementation.
The assignment will be based in Amman with travels to Gaziantep.
2. Scope of work:
1.
Review Process (4 weeks)
· Review project documents, providing technical protection and GBV inputs and ensuring quality of the technical approach. This should include:
o Review of project documents and MEAL reporting from recently ended grant (Amman/remote)
o Interviews with WV’s Global MHPSS adviser (Amman/remote)
o Interviews with WV Management and technical Staff (Amman & Gaziantep)
o Interviews with WV implementation staff (Gaziantep)
o Interviews with partner staff (Gaziantep)
o Interviews with other key stakeholders, including donor and cluster/working groups (Gaziantep).
Outputs
· Presentation outlining WV Syria’s progress against global protection mainstreaming standards (Global Protection Cluster and WV Protection Mainstreaming Standards) inception recommendations. This should incorporate:
o Review of existing internal and partner capacity
o Minimum processes to be put in place to ensure the project can be implemented effectively. This must include necessary timeline/resources to establish processes
o Wider recommendations to ensure protection is mainstreamed throughout WV’s health programming. This must include necessary timeline/resources to establish processes
o Recommendations of key areas to strengthen in WV Syria’s MEAL systems and tools, including M&E, accountability and Information Management.
· Together with WV’s management, identify and agree on the core components and recommendations to be included within the consultancy period, together with key performance indicators (KPIs).
2.
90% - Strengthening of tools and processes (approx. 12 weeks)
· Integrate agreed actions into the work-plan, training plan and MEAL plan
· Support the set-up of tools and process to meet the project protection outcomes and facilitate the monthly reporting requested by the donor
· Develop and implement WV and partner capacity building plan, in coordination with external bodies such as NW Syria partnership platform and Protection Cluster
· Support the roll-out of a GBV information management system, working with a GBV-IMS specialist, MEAL and the programs team.
Outputs
· Processes and tools as agreed following the inception presentation
· Final Report outlining the following:
· Progress against KPI’s outlined following review process.
· Future recommendations to mainstream protection into WV’s wider health and North West Syria portfolio.
· Rollout of GBV Information Management System, including system design (together with MEAL), development of SOPs and capacity building.
· Provide written reports for each training delivered.
10% - Supporting development of WV Syria’s wider protection approach
· Spend approximately 10% of weeks 5-12 supporting development of WV Syria’s wider protection approach. Likely to include:
o Supporting programme development to maximize opportunities to integrate and mainstream protection into programme design with technical input and review
o Supporting programme development of standalone protection programmes with technical input and review
o Support MEAL team to ensure M&E tools capture protection concerns
o Support MEAL team to ensure accountability system is protection sensitive and IM system has appropriately ensured security of sensitivity data.
Outputs:

Requirements:
The consultant should have demonstrated experience in working on gender based violence programs, in particular, with women and adolescent girls. They should have a demonstrated track record of working on capacity building projects/conducting trainings on gender based violence prevention, MHPSS, GBV prevention minimum standards.
The consultant is required to travel to Amman, and Gaziantep in Jordan and Turkey respectively and should have the ability to gain the necessary visas for both locations. The consultant is responsible for arranging all travel and visas necessary to carry out the assignment.
The deliverables should be of a high quality of written English, accurate and error free. Formatting should be of a high quality. The final product should be of a suitable quality for submission to the donor and for electronic publication.
The consultant is required to comply with WV standards for accommodation, per diems and selection of air tickets. The consultant is required to submit all supporting documentation for travel (copies of air tickets, invoices, receipts etc.).
