The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

BACKGROUND
Syria is facing the largest humanitarian crisis of the 21st century with hostilities on-going, the number of refugees in the neighboring countries with Humanitarian needs in Syria have increased since the beginning of the crisis, with 12.2 million people in need of humanitarian assistance, including 7.6 million IDPs and more than 5.6 million children in need of assistance. An estimated 4.8 million people are in need of humanitarian assistance in hard to reach areas and locations.
JOB PURPOSE
NRC is seeking candidates for the position of Logistics Officer to be based in Gaziantep, Turkey. The Logistics Officer is responsible for overall establishment and implementation of the NRC Logistics systems & procedures for the office. The logistics officer shall work under guidance of Logistics Coordinator to fulfill the objectives in accordance with NRC's mandate, policies and country specific strategy.
REPORTS TO
The Logistics Officer reports to Logistics Coordinator.

Job description

  • RESPONSIBILITIES
  • Ensure that logistics operations are in line with NRC’s logistics policies and procedures and donor requirements.
  • Identification of logistic needs and establishment of logistics structures, functions and systems in new field locations if/when required.
  • Identification and obtaining of all resources (including personnel) required ensuring smooth functioning of field logistics operations.
  • Identify logistics gaps in field logistics operations and recommend solutions.
  • Ensure that daily operations including procurement plans and related activities are implemented in accordance with norms and standards, as well as budget lines and limitations.
  • Be responsible for preparing reports.
  • Ensure that effective procurement procedures are in place and followed in accordance with the NRC and donor Guidelines.
  • Identification of suitable and reliable suppliers, vendors, providers and contractors of goods and services in support of programme implementation in accordance with NRC logistics Guidelines.
  • Negotiation and contracting with suppliers, vendors, providers and contractors of goods and services protecting the interest of NRC in same in relation to pricing, quality, time, delivery etc.
  • Develop together with the Warehouse assistant and ensure that effective procedures are in place for storage and maintenance of all organizational assets, equipment and materials in accordance with NRC and donor Guidelines.
  • Ensure the functionality of the NRC vehicle fleet to support programme implementation.

Qualifications

  • Bachelor’s degree level of education.
  • At least 1 year relevant experience with international organizations in Logistics
  • Past work with international funded programs preferred.
  • Ability to meet deadlines.
  • Effectiveness of logistics systems towards programme support in terms of quality, valuable and timely deliveries of goods and services.
  • Accuracy/correctness, timeliness and quality of information, reports and other documents.
  • Ability to make quick and smart judgments in applying alternative solutions when caught up in emergency and changed scenarios.
  • Fluency in written and spoken Turkish and English is compulsory.
  • Good working knowledge of Microsoft Office.

  • Ability to communicate (vertically & horizontally).
  • Proven communication, interpersonal and leadership skills.
