This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.
In line with its global mandate and Strategic Plan, UNICEF has been long advocating globally for the gender equality. Therefore, UNICEF has been working on gender focused and gender mainstreamed programmes by supporting partners at local and central level. UNICEF is also active member of UN Gender Result Group through which gender priorities are further advanced by respective UN agencies.
UNICEF in a collaboration with UN Women, UNFPA, IOM and UNCHR and in light of the recommendation of the RC Office and the UN Result Group on Gender, developed the “Elimination of Child, Early and Forced Marriage (CEFM) in Turkey Programme” which will be implemented with the support of the Swedish International Development Cooperation Agency in 12 provinces over a period of three years. The Programme, to be led by UNICEF, is aimed at consolidating an enabling environment for ending child, early and forced marriages in Turkey and promoting social norms conducive to gender equality. The outcomes of the proposed Joint Programme on CEFM are: (a) an enabling environment to end child marriage by strengthening child protection mechanisms is in place, (b) favorable social norms and attitudes towards ending CEFM are increased at national and community levels.
Purpose for the job: The Child Protection Officer reports to the Child Protection Officer (NOB) for supervision and will be responsible to assist in the coordination all aspects related to the planning, implementation, monitoring and evaluation of the Joint Programme. The officer will also be responsible to perform any other tasks to accelerate the gender equality and girls’ empowerment agenda as directed by the Supervisor.

Support to program development and planning
Provide technical and operational support throughout all stages of the Joint Programme coordinating and executing/administering a variety of technical, program, operational and administrative transactions, preparing related materials/documentations and complying with organizational processes and management systems, to support program planning, results based planning (RBM) and monitoring and evaluating results.Conduct/update situation analysis to facilitate the development, design and management of the Joint Programme and other related programs/projects. Coordinate the research and report on gender development trends and (economic, social, health etc) data for use in the Joint Programme management, monitoring, evaluation and delivery of results.In coordination with other UN agencies, support the development of the inception report, clearly articulating programme goals, objectives and strategies.2. Help coordinate the Joint Programme and ensure that and facilitate the day-to-day management of the programme including: the planning of activities, supervision of implementation, budget planning and oversight, drafting terms of reference for the acquisition of consultancy services and supplies and the oversight of operations in the field.Work closely and collaboratively with internal colleagues and UN agencies parties to the Joint Programme to discuss operational and implementation issues, provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.participate in monitoring and evaluation exercises, programme reviews and annual reviews with government and other counterparts to assess the implementation status of the Joint Programme and other gender related initiatives.Participate and facilitate the implementation of interventions to be carried out by UNICEF in the framework of the Joint Programme.Support monitoring and reporting on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on critical issues/findings to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.Assist in the preparation of regular/mandated programme reports for management, donors and partners to keep them informed of on progress of the Joint Programme.3. Technical and operational support to program implementation
Conduct regular programme field visits and surveys and/or exchange information with partners/stakeholders to assess progress in the implementation of the Joint Programme and provide technical support, take appropriate action to resolve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on child protection and related issues to support program implementation, operations and delivery of results.4. Networking and partnership building
Build and sustain effective close working partnerships with UN Agencies, SIDA, government counterparts and national stakeholders through active sharing of information and knowledge to facilitate program implementation and build capacity of stakeholders to achieve and sustain results on child protection.Draft communication and information materials for gender program advocacy to promote awareness, establish partnership/alliances and support fund raising for gender programs.Participate in appropriate inter-agency (UNCT) meetings/events on gender programming to collaborate with inter-agency partners/colleagues on UNDAF operational planning and preparation of gender programs/projects and to integrate and harmonize UNICEF position and strategies with the UNDAF development and planning process.Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.5. Innovation, knowledge management and capacity building
Identify, capture, synthesize and share lessons learned for knowledge development and to build the capacity of stakeholders.Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable program results.· Research and report on best and cutting edge practices for development planning of knowledge products and systems.

A University Degree in one of the following fields is required: international development, human rights, psychology, sociology, international law or another relevant social science field.
Experience:
A minimum of 2 years of professional experience in gender programming, planning and management at the international and/or in a developing country is required. Relevant experience in joint programme management on gender and related areas, program/project development and management in a UN system agency or organization is an asset. Experience in both development and humanitarian contexts is an added advantage.
Language Requirements:
Fluency in English and Turkish is required. Knowledge of another official UN language is an asset
