Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Turkey since August 2013 and currently looking for a potential candidate for the Livelihoods Programme Manager position. This is a national post and candidates should have the right to work in Turkey at the time of application.
Your purpose:
The purpose of the Livelihoods Programme Manager is to efficiently and effectively manage the implementation and expansion of the Livelihoods programme in Turkey.
About the role:
You will work closely with the Education and Protection Managers, Country Finance Controller, Systems Director, MEAL Manager and will communicate with Government counterparts, donors, UN agencies, NGOs and Sectoral Working Groups.

RESPONSIBILITIES:
Technical Support and Quality
· Support and lead the delivery of the Livelihoods programme in line with Concern Worldwide’s organisational strategy, sector best practices, government regulations, and donor requirements.
· Provide leadership and direction for the Livelihoods programme activities including selection of vocational training service providers, selection and management of trainees, referrals and job placement.
· Manage relations with stakeholders, mainly the relevant government departments, donors and partner agencies, by representing the programme in relevant coordination mechanisms and ensuring the distribution of programme information and sharing of achievements and lesson learned as well as the engagement in policy discussions and advocacy activities.
· Monthly analysis of data to anticipate potential challenges according to the indicators of different projects.
Coordination and Leadership
· Participate proactively and contribute in the Livelihoods technical working group and cluster meetings.
· Share information on Concern activities and intervention and promote good relations and collaboration with other actors working on the humanitarian response.
· Support proposal development, in close coordination with MEAL, Finance, Logistics and HR Departments.
Monitoring and Evaluation
· Maintain an effective monitoring and planning system, which informs reporting and project design.
· Work with the team to identify and document project learning and success cases.
· Ensure that the monitoring framework within the programme is implemented, including baseline data, secondary data, reviews, end line surveys, donor reporting and internal/external evaluations.
· Prepare all the necessary reports such as progress reports, annual reports and final reports for donors. Organize donor visits, evaluations and programme reviews as necessary.
Financial Management
· Ensure timely and accurate budgets and revisions for projects.
· Ensure that programme expenditure is undertaken in line with finance policies and procedures, and that resources are optimally utilised.
· As the budget holder for Livelihoods grants, oversee budgets and financial management by ensuring that all implementation teams have updated spending plans and track spending closely.
· Oversee grants compliance to ensure the best use of resources and work closely with finance teams to ensure timely submission of financial and narrative reports to donors.
Team Management
· Work with the team to ensure all activities are planned, prioritized, carried out and monitored in efficient and effective ways, with due consideration to gender and advocacy issues
· Ensure full compliance with security plans and protocols.
· Lead and manage assigned staff, contributing to their capacity building and career development.
· Coach all team members to ensure they fully understand outcomes which are expected of them, through Concern’s Performance Development Reviews system (PDR’s).
· Provide technical expertise and guidance to staff as appropriate, in (for example, but not limited to) assessment, monitoring, evaluation, reporting (internal and donor reports), financial management, proposal development, technical design.
· Ensure team members are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the P4, security management, accountability etc. Contribute to the implementation of these policies.
Additional responsibilities of all managers
· To support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment.
· To contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 6).
CANDIDATE SPECIFICATIONS
Required
Education, Qualifications & Experience:
· Qualifications in a discipline related to Social Work, Adult Education, Development, Business
· 1-2 years’ experience in implementing livelihoods programmes
· A proven record of effective project and people management
· Excellent teamwork skills and the ability to build good relations both internally and externally
· Some experience in report and proposal writing
· Financial management skills
· Good command of procurement regulations and practice
· Ability to work under pressure
· Commitment to Concern’s ethos and values
· Flexible, adaptable and patient
· Sound IT skills, including Word and Excel
Preferred
· Fluency in written and spoken Turkish and English
· Proven influencing and negotiating skills with internal and external audiences, experience working in partnership with Governments would be an advantage
· Ability to train local staff and to motivate and develop skills of others
Special Skills, Aptitude or Personality Requirements:
· Familiarity with logistics, HR, Finance, and administrative processes
· Ability to organize and prioritize workload, using initiative when appropriate
