Position Summary:

The Chief of Party/Deputy Team Lead will be responsible for the direct management and implementation of a high volume project in a conflict environment funded by the Department of State (DOS) and a consortium of European donors. The project is currently implemented in joint partnership with Creative working as the prime contractor for DOS, and another firm working as the prime contractor for the project’s European client consortium, with overall client management based on a joint project Secretariat. The Creative Team Lead will be the senior Creative in-country project representative with responsibility for implementing programs, overall responsibility for supervising project staff, and managing relations with partners, both international and local. The Chief of Party/Deputy Team Lead will take a leadership role in coordinating program activities among a diverse group of stakeholders and beneficiaries. S/he will oversee and ensure timely project implementation, monitoring of activities, and management of project staff. The Chief of Party/Deputy Team Lead has ultimate responsibility for the Creative project’s financial accountability and reporting to DOS and the Creative home office.

Reporting & Supervision:

The Deputy Team Lead will report to the Project Director at Creative headquarters and coordinate closely the project Team Lead. He/she will oversee the Community Engagement Manager, Sr. Operations Manager, Activities Manager, Research Coordinator, and M&E and Reporting Officer.

Primary Responsibilities:

  • Serve as principal liaison with DOS representatives, government counterparts, and community stakeholders on program communications and technical implementation activities.
  • Provide technical direction and leadership and oversight of all administrative matters.
  • Provide technical support to the team in all program areas.
  • Develop and implement work plans for project activities.
  • Oversee implementation of project monitoring and evaluation activities and ensure that project results are met.
  • Supervise development and submission of project deliverables and provide timely and accurate reporting and briefings to USG/Stakeholders on all program areas.
  • Prepare and ensure timely reporting including quarterly and annual reports.
  • Recruit, hire, and manage national staff and consultants as needed to carry out activities.
  • Manage partners to ensure that their performance meets or exceeds technical and financial contractual requirements.
  • Assist in building the capacity of partners.
  • Ensure that technical, financial, and administrative activities comply with DOS and Creative policies and procedures.
  • Oversee implementation of Creative’s security protocols and provide leadership in handling security-related issues.
  • Manage the program team in a manner that is open and respectful and encourages professional development, and solicits constructive staff input.
  • Work in partnership with the Home Office Project Director and the Country Director.

Required Skills & Qualifications:

  • Master’s degree in international development or related field;
  • Minimum 12 years of progressively more responsible international, donor-funded development and management experience, including project planning, staff and financial management;
  • Experience working in the security and justice field including but not limited to community security, citizen security, crime prevention, civilian policing, dispute resolution, stabilization;
  • Experience working in a complex conflict environment;
  • Demonstrated ability to rapidly respond to needs of the client and adjust programming based on changing circumstances;
  • Experience with grants or small grants under contract programs and prior work experience in security challenged environments;
  • Experience in mentoring and providing capacity building of program beneficiaries;
  • Demonstrated experience in program management; able to manage diverse teams of mixed nationalities;
  • Experience working on MENA programs for the Department of State, USAID, the UN or other international donors;
  • Experience living and working in the MENA region;
  • Strong communication and negotiation skills, and ability to develop relations with local counterparts, donors, and other stakeholders;
  • Excellent organizational skills and ability to work independently and collaboratively;
  • Demonstrated ability to manage multiple tasks and identify priorities;
  • Strong interpersonal skills and ability to work under pressure;
  • Excellent oral and written communication skills and fluency in English.

Desired Skills & Qualifications:

  • Arabic language proficiency strong preferred.
