MdM currently works in more than 45 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.
Médecins du Monde France (MdM) has been working in the Palestinian Territories since 1995. We are currently implementing emergency and development programs in Gaza and West Bank, on the following areas of work:
- Crisis & Conflict
- Sexual & Reproductive Health
Established in Gaza since February 2002, MdM aims at mitigating the impact of the conflict on the health of the population of Gaza Strip. Several interventions are ongoing (emergency preparedness and mental health). MdM also intervenes in times of emergency. Since the beginning of the “Great March of Return” and due to the high number of injured people, MdM has started a specific program to improve the post-operation care at PHC level
MdM has been working in Nablus and the Northern West Bank since 2002, particularly in the mental health and psycho-social sectors to integrate mental health services in Primary Health Care Centers. Since 2012, facing a rise in incidents and violent events, MdM, in coordination with the Protection Cluster, set up a Mental Health Crisis Intervention cell to provide emergency psychosocial assistance after traumatic events (settlers’ attacks, demolitions, Israeli Forces violence, etc.). This intervention also involves a protection component through the referral management of cases and a resilience component through peer support groups and psychoeducational sessions.
TASKS AND RESPONSIBILITIES:
As the general coordinator, you are responsible for the overall supervision and development of the MdM mission in Palestine. You co-design MdM triennial strategy in Palestine, and lead its implementation.
Under the hierarchical supervision of the desk officer, you are responsible for the delivery of quality programs, relations with donors, humanitarian actors and local authorities, fundraising and budget management, security and operations management, and the development of a motivated and professional team.
More specifically you will be responsbible for :
Strategy, advocacy & program quality:
- Elaborate and share a continuous analysis of the socio-political and humanitarian context, to adjust the MdM intervention to the needs
- Take part in defining the operational and advocacy strategy together with the coordination team, the desk, and the volunteer “Head of Mission” (“Responsable de Mission” or “RMs” in French). Play a leading role in this regard, putting together the field’s proposition and exchanging with Desk and RM in order to reach a common
- Supervise all MdM-France operations in Palestine: Field visits, oversee work of teams, regularly evaluate progress of programmes in relation to planning and smooth running of
- Supervise the implementation of the advocacy action plan in relation with the Desk officer
- Ensure the teams know and respect the contracts they implement and the associated rules
Mission development:
- Launch the elaboration of concept notes and project proposals and participate in their redaction
- Undertake pro-active donor prospection and propose alternative sources of funding for discussion with the HQ, and inform HQ about the results.
- Establish and develop regular contact with funding
Management of resources and organization:
- Validate decisions about administration, HR, Logistics and finance
- Ensure that adequate means are available for the smooth running of the programmes – logistical, administrative, financial, HR,
- Ensure legal compliance of all actions undertaken by MdM in Israel/Palestine.
- Elaborate monthly report
Human resources management:
- Revise the relevance of coordination positions and review job descriptions
- Manage and support the coordination team, evaluate the coordination staff under his/her) direct supervision, propose training upon needs and resolve team
- Brief new expats upon their arrival, oversee the smooth running of missions, ensure application and observance of internal regulations governing missions
- Organize and lead regular coordination meetings
Managing safety & security:
- Undertake regular follow-up and propose analysis of developments in the Israeli-Palestinian conflict and the regional situation, with the support of the information provided by the national logistics and security managers
- Be responsible for safety and security for the whole mission and share information with MdM-Switzerland and MdM Spain teams on this issue: ensure the link between the latter and the field coordinators
- Be responsible of keeping up to date the security and safety pack of the Palestine mission with the support of the Desk and Security Officers in HQ
Institutional representation and coordination:
- Represent MdM with Palestinian authorities (Ministries, Institutions etc.) at a policy and decision- making
- Represent MdM in dealing with other NGOs, the inter-NGO coordinating body, AIDA, and its Humanitarian Steering Committee, and other coordinating committees. Attend to the relevant coordination
- Represent MdM towards the Israeli military
Communication:
- Ensure implementation of the communication and testimony policy as defined in collaboration with the volunteer Head of Mission (or “RM”), the Desk Officer and specialized departments in HQ. In this regard, supervise the work of the advocacy coordinator, and ensure a regular link with the Desk Officer and volunteer Head of Mission (RM).
CONDITIONS OF EMPLOYMENT:
Status : Employee Contract : Fixed-term contract
Duration : 12 months
3102 euros gross monthly salary on 13 months
Expatriation bonus (10% gross salary per month)

22.5 RTT (recovery days) per year

SKILLS AND EXPERIENCE NEEDED:
Perfect knowledge and experience on project cycle management
Previous experience in a similar position
Strong experience in team management in a humanitarian organization
Experience in negotiations in a difficult legal, administrative and political context
Experience under potentially hazardous safety and security conditions
Experience in public health programs
Good management and communication qualities / Leadership / Tension resolution skills
Strong organizational skills / Ability to classify and to manage priorities
Strategic vision
Excellent representation skills / Ability to defend advocacy positions in front of external actors
Resistance to stress in a tensed security context with heavy workload
Excellent writing skills
Ability to keep a distance and to withstand being drawn into Israeli-Palestinian conflict
Knowledge regarding the main humanitarian / long term international donors
Interest in advocacy
Knowledge of Arab or Muslim world
Very good level of English (spoken - written - read);
French or Arabic are assets
Knowledge of Windows environment (Word, Excel...)
