About AAR Japan;

Association for Aid and Relief, Japan (AAR Japan) is an international humanitarian organization that helps people in need in over 15 countries. We started to work in Turkey in response to Van Earthquake 2011 and was one of the first international Non-Governmental Organisations (NGO) on the ground responding to the Syrian Crisis. Since 2012, AAR Japan has implemented cross-sectoral projects on basic needs, education, food security, protection and health targeting refugees in Sanliurfa, Gaziantep, Mardin and Istanbul.

AAR Japan is looking for a Procurement / Logistics Manager who will be positioned in Istanbul with frequent travel to Gaziantep, Sanliurfa and Mardin.

ROLE SUMMARY:

Procurement Manager should have very good knowledge and understanding on market in various cities of Turkey and ability to map various level of players in each market. In representing the organization profile and interest, the post holder will require to meet with various level of businessman and share profile, values, principles, and aim of AAR Japan in order to gain good professional relationship for the benefit of the organization.

KEY RESPONSIBILITIES

The Procurement / Logistic Manager will be responsible for the following:

Procurement:

· Responsible for Managing all the Procurement processes in AAR Japan and follow up on the implementation due to AAR Japan policies and regulations

· Responsible for the Provider selection processes by following up on all bid analysis, quotations, tenders and any selection steps due to AAR Japan policies

· Review and Update AAR Japan procurement policies and procedures to meet the best practices in the sector in line with the Turkish related law and regulations

· Participate in any related market assessment to feed information into suppliers databases.

· Manage the procurement planning for all AAR Japan offices and make sure that process is being implemented as planned for.

Logistics

· Follow up with logistics staff to maintain up to date assets trackers and updated records for the assets count.

· Technically Supervise and support the logistics staff in AAR Japan offices and provide training and briefing on the updated Logistics procedures and regulations

· Review and update fleet policies, and follow up on fleet management steps and procedures with logistic officers

· Any other tasks could be required to develop the logistic and procurement functions.

Qualifications:

  • Bachelor degree

  • At least 5 years professional experience with 3 years in a relevant field of work

  • Ability to speak and write English and Turkish fluently

  • Excellent and up to date knowledge and capacity in the area of procurement and logistic

  • Experience/ability to develop procurement strategy and policies

  • Experience and Ability to develop and review procurement strategy, policies and various procurement documents including tendering and contract documents

  • Experience/ability of building staff capacity and to facilitate/deliver engaging training sessions

  • Good understanding on Turkey markets country wide, delivery routings, and regulations related to procurement

Desirable:

  • Master degree or PhD

  • 6 years or more of professional experience

  • 4 years or more of relevant field of work at similar level of responsibilities

  • International professional experience

  • Ability to speak and/or write Arabic

General:

  • Ability to work collaboratively with colleagues

  • Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure

  • Willingness to travel and work (sometimes can be with a short notice)

  • High computer literacy, especially in Microsoft Word, Excel, and PowerPoint.
