General Description of Role:
Under the supervision of the Monitoring & Evaluation coordinator, the Monitoring and Evaluation (M&E) officer is responsible for ensuring the accuracy and reliability of data collected from the field. He/she works closely with the M&E and program teams to provide reliable information for coordination and management decision making and recommendations on projects.
The Main Duties and Responsibilities will include:
1-Ensure data received from the field is accurate and useable for integration into the central database and reporting
· Assist in the design of information collection tools and research methodologies and translating these tools and methodologies under the overall supervision of the M&E Coordinator.
· Support the collection and management of datasets, including data entry where needed, and verify and update collected data in coordination with the M&E Coordinator.
· Monitor the accuracy of collected data and the proper link between field data and database.
2-Administer the information collected through the feedback and complaints mechanism
· Coordinate with responsible Officer to effectively administer the complaints and feedback mechanism .
· Translate and record feedback/complaints in the complaints log and provide M&E Coordinator with regular updates
· Communicate instructions to programs and field teams in terms of complaints resolutions where necessary.
3-Act as point of contact between field data collection teams and M&E department
· Working with the M&E Coordinator, liaise with M&E field teams inside Syria to brief them on upcoming activities, methodologies, and research tools for M&E activities.
· administrate Performing site visits and ad-hoc data collection activities, including case studies, interviews, and focus groups with the field team.
· Assist in identifying and implementing training needs for data collectors where appropriate
· Coordinate with other departments to ensure all potential data collection needs are addressed.
Minimum Requirements:
• A university degree.
• Minimum of 2-year successful M&E experience in the humanitarian field.
• High knowledge of the English (writing and Speaking) language and computer skills.
• Priority will be given for whom who have knowledge in the Turkish Language.
• Willingness to travel to Syria, if need be.
The following further qualifications are an asset:
• Demonstrated understanding of and experience with policies, protocols, and procedures of international NGOs and donor agencies.
• Good understanding of key principles of international NGOs including accountability, impartiality, neutrality, independence and cooperation.
• Excellent analytical/problem-solving skills and detail orientation.
• Strong commitment to teamwork, and being flexible.
• Effective communication, motivating leadership and interpersonal skills.
• Belief in the principles of participatory approaches to relief, recovery and development.
