If you are looking for a rewarding opportunity to make a tangible difference for one of the most vulnerable communities in the world, in this role you will be in charge of developing strategic support networks and relationships, and mobilizing high volumes of resources from Member States, regional governments and institutions in an environment where recurrent and
severe funding shortfalls constrain UNRWA’s ability to maintain its services at the requisite level of quality and consistency.
The main responsibilities include:
 Conceiving, developing and leading the implementation of far reaching fund-raising strategies towards Member States and regional governments and institutions under the guidance and supervision of the Director, External Relations and Communications Department;
 Representing UNRWA at global, regional and Member State fundraising events and multi-lateral meetings; advocating the importance of UNRWA and its mandate and mobilizing resources through traveling extensively and establishing and maintaining a high-level network of interlocutors across Member States and Regional Governments, diplomatic missions and relevant stakeholders;
 Providing strategic advice to the Commissioner General’s high-level engagement with Member States and regional governments and institutions, and advising and supporting Departments and Field Offices on engagement and fund-raising strategies with Member States and regional governments and institutions;
 Collaborating closely with the Communications Division, the Spokespersons and the Strategic Partnerships Division in reaching out to global and regional audiences including the media, charitable foundations, NGOs and the private sector;
 Supervising the development of high-quality proposals and reports for Member States and regional donors;
 On behalf of the Director, driving and overseeing fundraising for and implementation of projects, in close coordination with the relevant field offices and departments;
 Developing and overseeing the annual operational plans for the Donor Relations and Global Outreach and managing its staff and resources, including Donor Relations, and Advisory Commission Secretariat.
Conditions of service
UNRWA offers an attractive compensation package including annual salary starting at $97,805 net tax free with post adjustment of 51.9% for Jerusalem and 48% for Amman (subject to change without notice). All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Other benefits, subject to eligibility, include:

Additional information
The incumbent will be required to travel extensively globally and in the Middle East.
To qualify for this position, you will need:
Education
Advanced university degree (Master’s or equivalent) from an accredited educational institution in international relations, political science, economics, law, business or public administration, communication or a related discipline; a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.
Work
experience
At least 15 years of progressively responsible experience with a national/ international organization or development/humanitarian agency in public fundraising, partnership building, political and diplomatic networking and /or external relations, including 5 years of work experience in management positions, and at least five years at international level outside one’s home country, as well as 5 years in UNRWA’s area of operations and/or in the Middle East/Gulf countries;
Demonstrated experience in resource mobilization and partnership building in the global or regional context and in developing strategic plans and operational guidelines that enhance resources, in particular with
