Context:
IOM Turkey manages a portfolio of over 50 projects in the areas of migration management, emergency response, community stabilization, and resettlement. While many projects are managed from the Head Office in Ankara, a large component of the programmatic portfolio includes Cross-Border actions to serve the needs of Syrians inside Syria and Refugee Response actions to serve the needs of Syrians and the Turkish Host Community in the East-Southeast-Mediterranean (ESEM) region of Turkey.
To effectively manage a large and complex programme portfolio, IOM Turkey has established a centralized Project Development & Reporting Unit based in Ankara.
The current IOM Turkey Cross-Border portfolio has nine active projects with an approximate budget of 40 million USD while the Refugee Response portfolio has five active projects with an approximate value of 16 million USD. Both programme areas have various proposals under development, specific donor liaison and reporting requirements, and extensive internal and external coordination networks. The two programme areas together make up the largest funded actions of the IOM Turkey Country Office. The Mission requires dedicated and experienced oversight in the ESEM Sub-Office to effectively manage the project development and reporting functions which fall under the Syria Crisis.
Under the overall supervision of the Head of the ESEM Sub-Office located in Gaziantep, and the direct supervision of the Project Development Officer based in Ankara, the successful candidate will oversee the IOM Turkey Project Development & Reporting Unit’s Syria Crisis programmes in donor liaison and project development actions through contributing to the development, review, and submission of project proposals and donor reports, in coordination with donor representatives in Turkey, the Regional Project Development Officer, IOM’s Syria Crisis Coordination Cell (SCC), and other relevant IOM Regional and Headquarters (HQs) colleagues.
Core Functions / Responsibilities:
Coordinate the design and development of new programmes, projects and activities for the Cross-Border and Refugee Response programmes in close coordination with the relevant donors, government counterparts, public and private institutions, and project partners, ensuring compliance with donor interests and requirements.
Coordinate the elaboration and compilation of Cross-Border and Refugee Response programmes reports for donors, government and other relevant stakeholders, ensuring compliance with donor requirements and procedures.
Ensure processing, endorsement and submissions of Cross-Border and Refugee Response project proposals, donor reports, partner agreements (Service Agreements, Memorandum of Understanding (MoUs), Letters of Authorization (LoAs) and other types of contracts) and any other relevant documents, in line with specific internal requirements and procedures.
In close coordination with the Project Development Officer in Ankara, represent IOM Turkey in donor meetings, briefings, conferences, UN Working Group meetings and liaise with donors, governmental partners, project partners, think tanks policy centers at the international and national level.
Discuss and provide guidance on relevant Cross-Border and Refugee Response Programme fund-raising strategies and actively contribute to Mission’s fundraising efforts; compile and analyze information on donor policies and priorities for Turkey and Syria, identify new funding opportunities, define proactive approaches to donors.
Ensure compilation and analysis of relevant information on migration –related issues and trends in Turkey and Syria affected by the ongoing conflict.
Provide input into Mission’s strategic planning; Co-ordinate the compilation of reports and papers on IOM Turkey strategic approaches and priorities for distribution to donors, government, partners and other counterparts.
Through close cooperation with the Monitoring & Evaluation Officer and Resource Management Officer observe projects’ compliance with the objectives set in project documents and budgets, M&E frameworks and work plans, and ensure overall compliance with donors’ contractual requirements, interests and expectations.
Coordinate with IOM Information Management (IM), Supply Chain Management (SCM), Logistics/Procurement, and Resource Management (RM) Units in the ESEM Sub-Office to support the timely and accurate management of narrative and financial project data, which will be included in field updates, ad-hoc reports, and official contractual reports to internal and/or external parties including donor organizations.
Guide and support capacity building and training activities in the field of programme development for government officials and IOM staff in Turkey through workshops and seminars.
When necessary, under oversight of Project Development Officer in Ankara, provide technical support and guidance to the IOM Turkey Migration Management Programmes.
Undertake regular duty travel within and outside of Turkey.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Migration Studies, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Previous experience working in an international organization and knowledge of the UN is essential;
• Experience in the field of migration issues, project design, implementation, and administrative and financial management;
• Excellent communication, negotiation skills and report writing skills;
• Previous experience with and knowledge of donor funding mechanisms, particularly the USG
and UN OCHA, is essential;
• Work experience in emergency response and preparedness programming and thorough knowledge of Level 3 emergency coordination and implementation of programmes is essential;
• Work experience under the multi-country response to the Syria Crisis, as well as understanding of the situation in Syria and Turkey, is essential.
Languages
Fluency in English is required. Working knowledge of Arabic, Turkish, French and/or Spanish is an advantage.
