It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.The military conflict between the Syrian army and the opposition forces has resulted in massive displacements of populations inside the country or in neighboring countries i.e. Turkey, Lebanon and Jordan.

Since 2012, MdM has developed its activities with a strategy aiming at supporingt the Syrian population with a regional approach around 3 main pillars:
-Support to refugee populations through MdM clinics and support to Local organizations
-Support to existing health facilities inside Syria through the support of networks of Syrian doctors or existing health facilities
-Support to displaced populations in Northern Syria through MdM Clinics

No expatriates enter Syria since mid-2013.

TASKS AND RESPONSIBILITIES:

Under the direct supervision of the Deputy General Coordinator of Turkey/Syria, you are responsible for the overall management of financial, accounting, and budgetary monitoring of the projects in order to guarantee rigorous and transparent procedures and to fulfill the objectives of the mission and to respect MdM and donors’ guidelines.

You work in close collaboration with the Admin/HR Coordinator, the Regional Finance Coordinator (based in Amman) and technical advisers at the headquarters (Finances Controller and Accountant).

More specifically:

  1. Financial organisations and compliance

You develop and implement the administrative procedures and guidelines and ensure it is updated with the evolvement of MDM and donors’ regulations
You ensure internal financial procedures, systems, policies and controls are applied and complied with, throughout the operations by all staff.
You ensure compliance of all financial procedures with MdM and donors guidelines and provide support to the logistic, administration and programme departments in terms of donor requirements
You prepare financial donor reports and requirements to maximise available funding
Regarding taxes laws, you ensure that MdM is in compliance with and if necessary, improve the procedures and rules
You prepare, organise and supervise audits at field level, with the support of the Regional Financial Coordinator.

  1. Treasury – cash management

You are responsible for the cash provision between the different programs/bases and you organise and supervise all aspects of cash flow including security of cash
You ensure sufficient separation of responsibility and level of control over transactions

  1. Supervision of the accounting and invoices & allowance payment

You are responsible for the accountancy of all sites: quality of documents, respect of procedures, accounting & donor allocation
You coordinate the closure of monthly accountancy and link with regional coordination.

  1. Budgetary monitoring

You prepare annual and donor budgets in coordination with the teams
You monitor overall budget and programs budgets consumption with respect to donors’ constraints
You provide timely advice of likely over or under-spends to the teams
You identify and analyse any discrepancy and suggest solutions

  1. Donors & representation

You liaise with international NGOs Finance Directors in-country and actively participate in interagency coordination meetings
You ensure appropriate follow-up of the current funding plan, as well as MdM commitments to donors

  1. Team management

You supervise the overall recruitment and training of the finance department staff and support the Site Administrators for any accounting and financial issue.

  1. Communication, Reporting, Capitalisation

You contribute to the country monthly report on the financial part and ensure that copy or originals of all legal documents and contracts are timely sent to HQ.

CONDITIONS OF EMPLOYMENT:

Status : Employee

Contract : Fixed-term contract

SKILLS AND EXPERIENCE NEEDED:

You have an experience of 2 years minimum in a similar position (finance, management and humanitarian experience)
You are experienced in negotiations and relations with local partners and authorities in a moving and difficult legal, administrative and political context
You are able to work in unstable and volatile context (proximity to an armed conflict, unstable situation for NGOs in Turkey)
You have excellent computer skills, the knowledge of Saga is an asset.
You are able to work under a minimum of supervision
You have reactivity, anticipation, adaptability, capacity to take initiatives
You have a team spirit and diplomacy skills
Languages: English fluent, the knowledge of French or Arabic / Turkish is an asset
You are committed to MdM’s values as an organisation and motivated by its non-statutory, NFP model.
