Job Summary

Supporting the Procurement and Logistics Coordinator to oversee the logistics function for IR Syria/Turkey Mission through all stages from procurement through storage and dispatch to programme areas, management of logistics function for Syria/Turkey Mission Gaziantep offices, other facilities inside Syria with coordination with concerned staff at those sub-offices, and management of fleet. Ensure that Turkey/Syria Mission logistics procedures are adhered to at all times.

****MAIN DUTIES & RESPONSIBILITIES****

The following duties are generic and may differ depending on the requirements of the mission.

Under the supervision of the Procurement and Logistics Coordinator based in Turkey the Logistics Officer is responsible for the following duties:

  • Participate in field-level planning formulation in the area of logistics.
  • Participate in programme planning and advising on logistics considerations.
  • Provide technical and operational support to the field offices, as well as advice on application of logistics management best practice, systems and procedures. Take initiative in management improvement for the logistic function.
  • Assess existing logistics operations systems and advise on corrective measures to be undertaken.
  • Ensure the implementation, monitoring and evaluation of new initiatives and procedures related to logistics.
  • Design, implement and manage contracts in forwarding, transport and warehousing, where necessary.
  • Represent Islamic Relief Worldwide’s interests within inter-agency logistics activities.
  • Ensure the correct implementation of Islamic Relief Worldwide’s logistics and warehousing procedures.
  • Ensure the usage of required Islamic Relief Worldwide logistics and warehousing documentation and donor requires and enable the auditing line.
  • Manage emergency stockpile and goods consolidation point in order to permit the rapid movement of humanitarian supplies. Design and implement warehouse management and commodity tracking system.
  • Review the logistics component of field office budget proposals for consideration during budget review.
  • Conduct special management reviews and/or follow-up on audit observations to assist in the improvement of office procedures and practices related to logistics.
  • Develop key performance indicators by which localized logistics contracts can be managed.
  • Ensure timely transmission of logistics monitoring information, stock levels and distribution status to the logistics focal point at the national level.

****QUALIFICATIONS AND COMPETENCIES****

Education:

  • University degree in Operations and/ or Logistics or related fields with a relevant combination of experience in areas such as transport or logistic operations/ management, supply chain management, etc.

Work Experience:

  • At least 3 years of progressively responsible experience in logistics operations. Varied supply/ logistics functional background is an asset, from procurement to warehousing, transport management and distribution to beneficiaries. Experience in international humanitarian response or military operations is an asset.

Competencies:

  • Proven ability to conceptualize, innovate, plan and execute ideas and systems.
  • Ability to clearly and concisely express ideas and concepts in written and oral form.
  • Proven ability to plan, manage and monitor the effective use and safekeeping of fixed assets and financial resources.
  • Good analytical and negotiating skills.
  • Ability to organize and implement training.
  • Good knowledge of computer management and applications.
  • Ability to establish harmonious working relations in an international and multicultural environment.

Languages:

  • Fluency in spoken and written English and Arabic. Knowledge of Turkish is an advantage. Fluency in the local, Syrian version of Arabic may be essential.
