Essential Job Duties/Scope of Work:

BACKGROUND

International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.

By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

JOB SUMMARY

The Sub-Grants Manager will provide key support to the Finance & Admin Coordinator and, specifically, will provide day-to-day oversight of sub-grants management, including assessing partners, drafting sub-grant agreements and amendments, liaising with donors and headquarters for approval, and liaising with partners for their review and signature. As such, this person will be responsible for understanding and adhering to internal IMC procedures as well as donor requirements pertaining to the issuance of sub-grants. The Sub-Grants Manager will ensure up-to-date and accurate tracking of all sub-grants.

Major Responsibilities:

In line with the above Overview, the key areas of responsibility of the Sub-Grants Manager are as follows:

•Lead in drafting sub-grant agreements and all sub-grant agreement modifications.

•Act as the focal point with IMC headquarters for the review and approval of all such documents for the IMC Turkey ERT program. Facilitate signature of agreements by IMC and partners.

•Partner Budgets, Cash Projections and Spending

•Ensure timely and accurate payments are made to partners throughout life of the sub-grant(s).

•Liaise closely with partners in tracking spending and request regular budget versus actuals from partners.

•Liaise with IMC Turkey Finance Department to relay up-to-date spending by partners and to ensure ongoing and accurate cash projections and spending is reported in the Sub-Grants Finance Tracker.

•Ensure timely internal review and clearance of all financial documentation and reporting associated with sub-grants.

Partner Compliance

•Monitor and facilitate compliance of partner’s programs with donor and IMC requirements and raise issues affecting external/internal compliance to the Finance & Admin Coordinator.

•Draft memos and guidance documents and act as a resource for partners and for IMC Turkey for all compliance and program related issues pertaining to sub-grants.

•Act as focal point for any tender process undertaken by the Sub-Grants Unit. Ensure proper documentation is maintained in connection with the tender and draft and facilitate approval of any subsequent contracts and/or agreements with partners.

Partner Due Diligence

•Conduct pre-award due diligence of current and potential partners and analyze organizational capacity to manage sub-grant funding and project implementation. Ensure proper documentation is maintained and shared with IMC Turkey Finance Department and IMC headquarters.

•Act as focal point for all anti-terrorism compliance checks of partners and ensure accurate tracking of all such requests.

Sub-Grants Tracking

•Contribute to the Sub-Grants Tracker as necessary and ensure regular internal distribution of the Sub-Grants Tracker.

•Ensure regular maintenance of sub-grant files, both electronic and hard copy. Liaise with IMC Turkey Finance Department and IMC headquarters to ensure they have complete and up-to-date documentation of all sub-grants and partner-related information.

•Update internal IMC documentation and provide analysis of current and closed sub-grants.

Sub-Grants Unit Capacity Building

•Build capacity of Sub-Grants Unit staff in the management of sub-grants by facilitating training, and providing one-on-one follow-up support, in drafting agreements and modifications, proposal and budget review, tracking budget versus actuals and other topics.

•Support the Finance & Admin Coordinator in other key sub-grants management, program development, communications and external relations activities as requested.

Sub Grantee Training

•Develop and deliver trainings in areas needed for capacity building identified in partner organizational capacity assessments and any other partner reports or visits.

Qualifications:

•BA required; Master’s Degree preferred, preferably in international relations or a related field or relevant experience

•At least 1-3 years of international work experience in relief or development programs;

•Prior grants management experience and familiarity with USG (USAID/OFDA/BPRM), European (ECHO, SV), DFID and UN donor regulations, procedures and requirements;

•Familiarity with international standards for key program areas (health, protection, gender-based violence);

•Experience training/developing others;

•Excellent written English skills and familiarity with budgeting using MS Excel;

•Excellent organizational skills and ability to determine priorities and meet multiple deadlines;

•Detail-oriented with good multi-tasking abilities and communication skills, both oral and written; and

•Able to work well both within a team and independently, in a challenging and fast-moving multicultural environment.

•English, Arabic/Turkish desirable
