The Data Coordination Officer assists in the implementation of ICMP’s strategies to support the establishment of data collection process on persons that went missing as a result conflict in Syria. This challenging position requires a combination of technical expertise, communication skills, operational and strategic capacities, and personal empathy, as well as a commitment to the underlying objective of assisting the authorities and the families of the missing in locating and identifying missing persons in an impartial and transparent manner.

Under the overall guidance and supervision of the Head of the Data Coordination Division, the duties of the Data Coordination Officer will include, but may not be limited to:

  • Conducting research on relevant official and open source data and contributing to the design and implementation of data collection plans;
  • Assist and independently perform various data classification, analysis and validation of relevant information submitted through the ICMP system, as well as the data held by the ICMP partner organization;
  • Conducting and supporting in a mapping exercise of inter-institutional data systems and assisting in the creation of strategies to optimize the process of data collection and processing of information related to missing persons;
  • Designing and conducting training programs for ICMP staff, relevant authorities, CSOs, NGOs, and other partners in collecting, processing, sharing and protection of the data, including the training in use of ICMP Identification Database Management System (iDMS);
  • Supporting and monitoring the use of ICMP’s applications and modules, including the iDMS and the Online Inquiry Center (OIC);
  • Supporting and coordinating activities during data and/or reference sample collection campaigns while ensuring proper communication in between partner organizations and the ICMP;
  • Implementing measures to ensure the application of ICMP’s data protection policies;
  • Contributing to the preparation of relevant reports of data gathered or shared, and in any other internal or external reporting;
  • Contributing to reporting and other written material preparation as necessary;
  • Performing other related duties as assigned.

Requirements

  • High school diploma, University degree in relevant discipline is desirable;
  • At least five years of relevant experience in data collection and data analysis;
  • Proven experience in the design and delivery of capacity building, training and mentoring;
  • Prior experience in working with large data sets;
  • Experience in documentation of human rights violations or working directly with the victims will be considered an asset;
  • Experience working with international organizations;
  • Prior experience or in-depth understanding of the Syria conflict and the region is an advantage;
  • Excellent conceptual, analytical, documentation and presentation skills, including report writing;
  • Excellent planning and prioritization skills, including the ability to think and operate strategically;
  • Proficiency in written and spoken English and Arabic;

Additional Requirements

  • Advance knowledge of Microsoft applications, including Outlook, Word, Excel and Power Point;
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender;
  • Willingness & ability to travel and to work flexible hours including weekends and evenings;
  • Capacity and willingness to work in sometimes challenging circumstances and under hardship living conditions;
  • Legally entitled to work in Turkey (Turkish citizens)

Benefits

This position comes with an attractive base salary and a generous paid leave allowance. This is a locally engaged position working from home in Gaziantep, and is not entitled to the expatriate allowances.
